WILBER CARE CENTER BOARD OF DIRECTORS MEETING JULY 21ST, 2025 Present: Randy Fulton, Board President Nicole Lane, Administrator Joyce Wusk, Board Member Allison Suden, HR Coordinator Stephanie Hroch, Board Member Matt Ross, RHD consultant Greg Hasenohr, Board Member Call to order: The regular monthly meeting was called to order at 5:30 p.m. by Randy Fulton, Board President. Board member, Scott Albert, absent. No visitors were present. Motion to approve meeting agenda and the June 2025 meeting minutes with minor grammatical corrections were motioned by Stephanie Hroch, motion carried. Current Updates: Work is underway on the Czech Days float, and the Activities Department is preparing to hand out fliers for the Care Center. Each flier will feature a QR code linking directly to our website. Before distribution, Karis Bredemeier, Assisted Living Coordinator, is updating the website with team photos to ensure everything is current and welcoming. Current Census: The current census stands at 33 residents in Skilled Nursing and 32 residents in Assisted Living. One skilled resident will be transitioning back to Assisted Living, and a new skilled referral is scheduled to move in tomorrow. Throughout July, the facility has consistently maintained three to four Medicare A residents in-house. Additionally, one Assisted Living resident has chosen to move to a memory care community better suited to meet their individual care needs. Review of Personnel Openings: The Maintenance Supervisor position has attracted several qualified applicants. Three interviews have been completed, and an offer is expected to be extended next week after the final interviews are concluded. The Business Office position has been posted through LeadingAge and Indeed. As summer comes to a close, the need for CNAs is expected to increase. Both the Fun Committee and the Kindness Committee continue to focus on staff retention and engagement. The Fun Committee has organized a potluck for tomorrow, while the Kindness Committee is partnering with residents to create bath bombs and other special treats for staff. Rural Health Development Update: RHD Business Consultants, Kristal Thorell and Jessica Harris continue to manage Medicare and Medicaid billing for the facility during the absence of an in-house biller. In addition, RHD Nurse Consultant Vicki Lepant is collaborating with Assisted Living Coordinator Karis Bredemeier to update policies and procedures. While there is ongoing concern that recent Medicaid cuts may affect long-term care facilities, no specific details have been released at this time. General financials: Financial Statement and Aging of Accounts: Medicare A and Medicaid income declined in June but is expected to improve in the July financials. Private pay revenue remained steady. The Medicaid shortfall payment was received, which helped strengthen the bottom line for the month of June. CD activity: The CD’s that matured earlier this month have been renewed at the same bank. Motion to approve the income section made by Joyce Wusk, motion carried. General Expenses: Administrative wages decreased in June, while administrative consulting expenses increased due to the work Denny Duer completed on proposals for the new office space. Nursing wages, including agency staffing, were down compared to last month, and efforts continue to focus on both recruitment and retention. Assisted Living expenses remained steady. Dietary supplies increased as the pantry was restocked, and food costs continued to run high. Activities expenses were steady. Housekeeping costs rose slightly due to overtime, while Social Services expenses declined. Maintenance wages increased, reflecting the need for additional staff and overtime hours. Overall, excluding Medicaid shortfall revenue, the facility recorded a small gain for the month of June. Bills: No questions about current bills. Motion to approve the expense section made by Greg Hasenohr, motion carried. OLD BUSINESS: Architect Denny Duer came out to present options for the new office space in the Assisted Living entry way and planned remodel of the Business office front counter area. Denny feels that a project manager needs to be on-site before any remodeling can begin. Once the maintenance position has been filled, bids can be obtained from local contractors. For now, this discussion will be tabled until a Maintenance supervisor has been hired. NEW BUSINESS: Administrator Nicole Lane met with the City Council to present the 2025–2026 fiscal year budget and to review the 2024–2025 budget year. She reported that WCC fell short of projected income in 2024–2025 due to unforeseen expenses, including an increase in the Quality Assurance Assessment tax of one and a half times more than budgeted, rising health insurance costs and participation, and significant increases in pharmacy and food costs. On a positive note, agency expenses finished just over the budget of $500,000, while overall nursing wages were more than $176,000 under budget. Agency costs were reduced by over $250,000 compared to the previous year, and by nearly half a million dollars compared to two years ago. The 2025–2026 projected budget has been updated to reflect the higher Quality Assurance Assessment tax, a 30% increase in health insurance costs, and rising food and supply expenses. Before any audit adjustments, the Care Center ended the year with approximately a $200,000 profit. The City Council approved the 2025-2026 budget as presented. Nicole also shared updates from the Activities Department, including revamping the newsletter and ensuring community members who want a newsletter are able to receive one, focusing on increased community collaboration and increasing efforts to advertise the therapy department. Equipment Needs: Two new med carts are needed for Assisted Living and one for the SNF. The Care Center is working on a project to sort through old equipment and either donate or recycle as well as update inventory. A motion was made to adjourn by Stephanie Hroch, motion carried.
