VILLAGE OF TOBIAS P.O. BOX 94 TOBIAS, NEBRASKA 68453 SEPTEMBER 2, 2025 The regular meeting of the Chairman and Board of Trustees of the Village of Tobias, Nebraska was held at the Tobias Fire Hall in said Village on the 2nd day of September, 2025. Present were Chairman Dick, Trustees Schafer, Wolfe, Baxa, and Santacroce. The Village Clerk was also present. Notice of meeting was given in advance thereof by posting as required by law. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The Open Meeting Laws are posted in the meeting room. Dick called the meeting to order at 7:37pm. Public comments: Village resident commented on several dogs running loose in town. Board will check into ordinance pertaining to this situation. Another resident attended to obtain explanation of the new Ordinance on Abandoned Vehicles on Nuisance Properties. Water Operator Report: Job advertisements will be placed in several local newspapers. Water samples on village’s two wells tested good. There are possible grants available in 2026 to cover upgrading the water system. It was also restated that all late fees once charged must be paid to bring an account current. A motion was made by Dick, seconded by Wolfe to approve the 2025-2026 Budget as proposed. Motion carried with Dick, Wolfe, Schafer, Baxa, and Santacroce voting aye. No nay votes. Resolution #2025-4 setting the property tax request was read. A motion was made by Dick, seconded by Wolfe to adopt the resolution as presented. Motion carried with Dick, Wolfe, Baxa, Schafer, and Santacroce voting aye. No nay votes. The One & Six Year Road Plan was presented for normal maintenance only. A motion was made by Wolfe, seconded by Dick to adopt the Plan as presented. Motion carried with Dick, Wolfe, Schafer, Baxa, and Santacroce voting aye. No nay votes. A motion was made by Baxa, seconded by Santacroce to increase the total restricted funds authority by an additional 1%. Motion carried with Dick, Wolfe, Baxa, Schafer, and Santacroce voting aye. No nay votes. A motion was made by Dick, seconded by Schafer to request an Audit Waiver for the fiscal year ending September 30, 2025. Motion carried with Dick, Wolfe, Baxa, Schafer, and Santacroce voting aye. No nay votes. Previous minutes were reviewed. Baxa motioned to approve; Santacroce seconded, motion carried; aye votes Dick, Wolfe, Schafer, Baxa, and Santacroce; no nay votes. Bank statements and Treasurer’s Report were presented. Dick motioned to approve all claims; Wolfe seconded, motion carried; aye votes Dick, Santacroce, and Wolfe. Baxa, and Schafer abstained. No nay votes. Disconnect Notices: One notice was sent out; now paid with the exception of the late fee. It was restated that once charged, all late fees are to be paid to bring an account current. Action on Nuisance Properties continues as Village proceeds with abatement. A new Ordinance was prepared, voted on, approved and posted in the village concerning abandoned vehicles on nuisance properties. New street signs will arrive soon and be placed in the Village. Repairs are to be made to the Park equipment and restrooms. Santacroce motioned to adjourn, Baxa seconded, motion carried; aye votes Dick, Wolfe, Santacroce, Baxa, and Schafer; no nay votes.
