VILLAGE OF SWANTON PO BOX 23 SWANTON, NEBRASKA 68445 SEPTEMBER 8, 2025 The regular meeting of the Chairman and Board of Trustees of the Village of Swanton, Nebraska was held at the Fire Hall in Swanton, Nebraska on the 8th day of September, 2025 at 8:15 p.m. Present were: Chairman Runty, Trustees: Strouf, Placek, and Bass. Likens, absent. Donna Rut, Village Clerk and Alan Krupicka, Water Operator also attending the meeting. Notice of meeting was given in advance thereof by posting as required by law. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The Open Meeting Laws are posted in the meeting room. A Saline County Sheriff presented the monthly sheriff’s report. A motion was made by Bass and seconded by Strouf to approve the 2025-2026 budget. Motion carried with Runty, Strouf, Placek, and Bass voting aye. Likens absent. A motion was made by Bass and seconded by Placek to adopt Resolution 1-2025: Resolution setting the property tax request. Motion carried with Runty, Strouf, Placek, and Bass voting aye. Likens absent. A motion was made by Placek and seconded by Strouf to request an audit waiver for the 2024-25 fiscal year. Motion carried with Runty, Strouf, Placek, and Bass voting aye. Likens absent. A motion was made by Strouf and seconded by Placek to approve Resolution 3-2025: Resolution approving the One Year and Six Year Road Plan. Motion carried with Runty, Strouf, Placek, and Bass voting aye. Likens absent. The claims, treasurer’s report, and minutes were presented. A motion was made by Placek and seconded by Strouf to approve the treasurer’s report and minutes and pay all claims as presented. Motion carried with Runty, Strouf, Placek, and Bass voting aye. Likens, absent. Discussion on the water project was held. Pay Application #1 to Judd Brothers for $9,500.00 was presented. A motion was made by Bass and seconded by Strouf to approve pay application #1 pending USDA-RD approval. Motion carried with Runty, Strouf, Placek, and Bass voting aye. Likens absent. A motion was made by Placek and seconded by Bass to adopt Resolution #2-2025: Signing of the Municipal Annual Certification of Program Compliance 2025. A letter from Saline County asking for the Village support for the application for the Nebraska Bridges to Market: Fueling Rural Economies bridge grant was read. A motion was made by Bass and seconded by Placek to send a letter of support. Motion carried with all members voting aye. Likens, absent. Memorial money for Bruce and Janice Churchill was received and is to be used whatever way the Village feels is most needed. Alan Krupicka, Water Operator gave his monthly water report.
