This is a synopsis of the regular monthly meeting of the Mayor and Council of the City of Wilber. A complete copy of the proceedings, resolutions, agreements, and ordinances are on file at the City Office, 110 W Third Street, Wilber, NE and are available for public inspection during regular business hours. PROCEEDINGS OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NEBRASKA Tuesday, November 11, 2025 7:00 p.m. The Mayor called the regular meeting to order at the Cultural Center at 110 W Third Street in Wilber, Nebraska at 7:00 p.m. The meeting notice was published in the Wilber Republican on October 29, 2025. The following were present. Mayor Roger Chrans, Councilmember Randy Sasek, Kent Linhart, Tim Lempka and Allen Brozovsky, City Attorney Tad Eickman, City Clerk Lori Rezny, City Treasurer Melissa Beeman, Water/WWTP Operator Jason Ripa, City Superintendent Tim Krivohlavek, Sons of Legion members Carson Homolka, Lynn Vrbka and Brian May, Amy Hausman with the Wilber Republican, Craig Vyhnalek with Vyhnalek Insurance, and First State Insurance Reps, Ryan Wiese, Brenda Watson, Abbie Slater, Amanda Bodfield and Mandy Craig, James Bates, Katie Vanlaningham, Zach Vacha, Matt Zajicek, Mike Hyde, Travis and Maddie Kokorunda. The Mayor stated that the open meetings act is posted in the meeting room and is available for public inspection. Roll call shows four Councilmembers are present. The Mayor called for recognition of visitors if anyone in attendance wishes to address the Council. Sons of Legion members presented a $250 check to the Wilber Youth Sports Scholarship program. The following motions were moved, seconded and approved by unanimous roll call vote. 1) Approved the minutes of the October 14, 2025, regular meeting, October 28, 2025, special meeting and claims as presented. 2) The Council reviewed a subdivision request for Michael and Kristine Hyde. City Attorney explained that the Hyde’s are selling off a portion of their property. Approved Resolution 2025-12 A Resolution providing for the approval by the governing body of the City of Wilber, Saline County, Nebraska, of a Subdivision Conveyance pursuant to Section 19-916 R.R.S. 1943. A complete copy of the resolution is on file at the City Office and is available for public inspection during regular business hours. 3) The Capacity Purchase Agreement among Nebraska Public Power District and Norris Public Power District and The City of Wilber, Nebraska was presented at the September 9, 2025, Council meeting and was tabled to allow time to review the contract. After some discussion, Council approved the Agreement as presented. 4) City insurance bids were presented by First State Insurance and Vyhnalek Insurance. After the bids were presented, the Mayor and Council went into closed session at 8:06 p.m. for the protection of the public interest relating to the insurance bids. The Council came out of closed session at 8:23 p.m. It was agreed that the Mayor will email each insurance company with the questions that were brought up by Council to get the insurance coverages similar to be able to compare coverages with costs. A special meeting will be held Monday, November 17, 2025, at 5:00 p.m. to award the bid for city insurance. 4) Approved Resolution 2025-11 Signing of the Year-End Certification of City Street Superintendent 2025 for January 1, 2025, to December 31, 2025, certifying Justin Stark with Olsson as the appointed City Street Superintendent. 5) Approved to appoint Brian Friedrichsen, PE with Olsson as Wilber City Street Superintendent from January 1, 2026, through December 31, 2026. Street superintendent License Number S-1704 Class A, Nebraska Engineer License E-17653. 6) Approved the signing of Master Agreement Work Order No. 11 with Olsson for General Engineering Consulting Services for January 1, 2026, through December 31, 2026. 7) Approved the signing of the Master Agreement Work Order No. 12 with Olsson for Street Superintendent Services from January 1, 2026, through December 31, 2026. 8) Approved the appointment of Robert Vlcan to the Wilber Housing Board for the term of October 24, 2025, to October 24, 2030. 9) Approved the purchase of a portable generator for the Wastewater Treatment shop at a cost of $4830.00. 10) Discussion was held on the Zoubek Addition water and sewer main and street construction. The City is waiting for an opinion from the Engineer the City hired to research the water and street as it has been constructed by the developer. Linhart moved and Brozovsky seconded the motion that no further building permits will be issued for construction of structures in the Zoubek Addition until all water, sewer and street construction are engineered and completed as set forth in the City of Wilber Zoning Regulations, all required state permits are received, and all issues are resolved to the City Council’s satisfaction. Linhart moved and Brozovsky seconded to amend the motion to designate the City Attorney to notify the developer Jerrod Zoubek in writing that no further building permits will be issued for construction of structures in the Zoubek Addition until all water, sewer and street construction are engineered and completed as set forth in the City of Wilber Zoning Regulations, all required state permits are received and all issues are resolved to the City Council’s satisfaction. Motion carried 4-0. Other items of discussion were. James Bates, Matt Zajicek and Katie Vanlaningham gave a presentation on what they feel needs to be improved at the city owned ballpark and ballfields in the Legion Park. They are suggesting that immediate needs may include some repairs to the current fields, updated lighting, scoreboard, concrete pad for wheelchairs, restroom, storage area and concession stand. They would also like a long-term plan for a 3 or 4 field complex which would take a lot of money and require donations and / or sponsorships. Council agreed that these representatives may collect some data on costs and possible contacts regarding these desired improvements and bring them to the City Council. The City has received a request from attorney Brad Kalkwarf representing Steve and Allison Barnas regarding a private sewer that is currently owned by Steve and Allison Barnas that runs along Keystone Drive. The Barnas’ would like to turn the ownership of the sewer line over to the City. It was agreed that more needs to be investigated regarding this request before any action is considered.
