This is a synopsis of the regular monthly meeting of the Mayor and Council of the City of Wilber. A complete copy of the proceedings, resolutions, agreements, and ordinances are on file at the City Office, 110 W Third Street, Wilber, NE and are available for public inspection during regular business hours. PROCEEDINGS OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NEBRASKA Tuesday, September 9, 2025 7:00 p.m. The Mayor called the regular meeting to order at the Cultural Center at 110 W Third Street in Wilber, Nebraska at 7:00 p.m. The meeting notice was published in the Wilber Republican on August 27, 2025. The following were present. Mayor Roger Chrans, Councilmember Randy Sasek, Tim Lempka and Allen Brozovsky, City Clerk Lori Rezny, City Treasurer Melissa Beeman, City Attorney Tad Eickman, Water/WWTP Operator Jason Ripa, City Superintendent Tim Krivohlavek, Jennifer Busboom with Blobaum & Busboom P.C., Mick Spencer and Carsten Mlady with Nebraska Public Power District and Amy Hausman with the Wilber Republican. Arriving at 7:30 p.m. was Councilmember Kent Linhart. The Mayor stated that the open meetings act is posted in the meeting room and is available for public inspection. Roll call shows three Councilmembers are present. The Mayor called for recognition of visitors if anyone in attendance wishes to address the Council. No one addressed the Council. The following motions were moved, seconded and approved by unanimous roll call vote. 1) Approved the minutes of the August 12, 2025 regular meeting and September 3, 2025 special meeting and claims as presented. 2) The City of Wilber, Nebraska Budget Hearing and Special Hearing relating to the setting of the final tax levy as published was previously held on September 9, 2025 at 6:30 p.m. Notice of the meeting was published in the Wilber Republican newspaper on the 3rd day of September 2025. Board members present for that meeting were Councilmembers Randy Sasek, Tim Lempka and Allen Brozovsky. Approved the City of Wilber’s 2025-2026 proposed budget as published and presented. 3) Resolution 2025-08 setting the property tax request was read aloud by Jennifer Busboom with Blobaum & Busboom P.C. Adopted the resolution as presented. 4) Approved the purchase of a new snow blade for the 2016 GMC Sierra Pickup at a cost of $5973.08. 5) Approved the purchase of a load of poles at an estimated cost of $17,000. 6) Approved to pay the membership dues with Southeast Nebraska Development District (SENDD) in the amount of $1646.00. Other items of discussion without action were. Nebraska Public Power District representatives Mick Spencer and Carsten Mlady were present to discuss with the City of Wilber a proposed Capacity Purchase Agreement among Nebraska Public Power District, Norris Public Power District and the City of Wilber, Nebraska. The Council will review the proposed contract, and this item will be placed on the October 14, 2025 meeting agenda for consideration. Nuisance property updates were discussed. A letter regarding dead or diseased trees was reviewed and suggested changes will be made, also a survey of the lift station access area has been completed, the City Attorney will prepare an easement for this property. The City would like to remind everyone that bicycles, scooters, skateboards, golf carts, UTVs, and similar vehicles are prohibited on downtown sidewalks. Waste Connections (The Garbage Company) has notified the city of a 2.5% increase in monthly fees as is allowed under their contract. Reports were given by Dept. Heads. Claims were as follows.
