This is a synopsis of a special meeting of the Mayor and Council of the City of Wilber. A complete copy of the proceedings, resolutions, agreements, and ordinances are on file at the City Office, 110 W Third Street, Wilber, NE and are available for public inspection during regular business hours. PROCEEDINGS OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NEBRASKA Wednesday, September 3, 2025 at 4:30 p.m. Mayor Chrans called the special meeting to order at the Cultural Center at 110 W Third Street in Wilber, Nebraska on Wednesday, September 3, 2025 at 4:30 p.m.The following were present. Mayor Roger Chrans, Councilmembers Randy Sasek, Kent Linhart, Tim Lempka and Allen Brozovsky, City Clerk Lori Rezny, City Treasurer Melissa Beeman, Water / WWTP Operator Jason Ripa, City Attorney Tad Eickman, Dana Petersen with Front Water Engineering, Brad Slaughter and Austin Partridge with Northland Securities and City Superintendent Tim Krivohlavek. Notice of this meeting was posted in three places within the City on August 25, 2025 and published in the Wilber Republican on August 27, 2025. The Mayor stated that the open meetings act is posted in the meeting room and is available for public inspection. Roll call shows four Councilmembers are present. The Mayor called for recognition of visitors if anyone in attendance wishes to address the Council. No one addressed the Council. The purpose of the meeting is discussion / action on new water well construction and bonding process. The following motions were moved, seconded and approved by unanimous roll call vote. 1) Approved the Mayor signing the Northland Securities Engagement Agreement for bond counsel. An open discussion was held between the parties present about the process and options for the City regarding the new water well construction and bonding of the project. 2) Ordinance #987 was read by title. Suspended the rules requiring the Ordinance be read three times and adopted Ordinance #987 an Ordinance authorizing the issuance of General Obligation Water Bonds of the City of Wilber, Nebraska, in one or more issues in a combined principal amount of not to exceed three million dollars ($3,000.000) to pay the costs of constructing additions and improvements to the water system of the City; prescribing the form of said bonds; providing for a sinking fund and for the levy and collection of taxes to pay said bonds to the extent not paid from other sources; providing for the sale of the bonds and authorizing the City to enter into a bond purchase agreement; authorizing the delivery of the bonds to the purchaser; providing for the disposition of the bond proceeds and ordering the ordinance published in pamphlet form.
