PROCEEDINGS OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NEBRASKA TUESDAY,NOVEMBER 17, 2025, AT 5:00 P.M. Mayor Chrans called the special meeting to order at the Cultural Center at 110 W Third Street in Wilber, Nebraska on Monday, November 17, 2025, at 5:00 p.m. The following were present. Mayor Roger Chrans, Councilmembers Randy Sasek, Kent Linhart, Tim Lempka and Allen Brozovsky, City Clerk Lori Rezny, Amy Hausman with the Wilber Republican, Craig Vyhnalek with Vyhnalek Insurance, Ryan Wiese, Travis Ruhge, Amanda Bodfield and Mandy Craig representing First State Insurance. Absent was City Attorney Tad Eickman. The Mayor stated that the open meetings act is posted in the meeting room and is available for public inspection. Roll call shows four Councilmembers are present. The Mayor called for recognition of visitors if anyone in attendance wishes to address the Council. No one addressed the Council. The purpose of the meeting is discussion / action on City Insurance bid award. Craig Vyhnalek with Vyhnalek Insurance explained the changes to his bid based upon the request by the City to increase the valuation of the power plant. Mandy Craig representing First State Insurance explained the changes to their bid based upon the request by the City to increase the deductibles. The Mayor made a statement to those present that although this is a 3-year bid process that if the renewals in year 2 or 3 increase substantially the City has the option to rebid the insurance coverage. After further discussion, Brozovsky moved and Linhart seconded to go into closed session for the protection of the public interest regarding negotiations of the insurance bids. Motion carried 4-0. The Mayor restated the purpose of the closed session is for the protection of the public interest regarding negotiations of the insurance bids. The Mayor and Council went into closed session at 5:12 p.m. Councilmember Sasek excused himself from the closed session stating a possible conflict of interest. The meeting room doors were opened at 5:19 p.m. Brozovsky moved and Lempka seconded to come out of closed session at 5:19 p.m. Roll call vote. Yes. Lempka, Brozovsky and Linhart. Motion carried. 3-0. Lempka moved and Linhart seconded to accept the bid for the City insurance policy, power plant policy with alternate bid increasing the valuation of the power plant and Fire & Rescue policy at a total cost of the three policies of $95,680.00. Roll call vote. Yes. Linhart, Brozovsky and Lempka. Abstain. Sasek. No. None. Motion carried 3-0. Lempka moved and Brozovsky seconded to accept the bid for Workers' Compensation insurance through Vyhnalek Insurance at a cost of $18,530.00. Roll call vote. Yes. Lempka, Linhart and Brozovsky.
