PROCEEDINGS OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NE FOR BUDGET HEARING AND SPECIAL HEARING TO SET FINAL TAX REQUEST September 9, 2025 at 6:30 p.m. Brozovsky moved and Lempka seconded to open the budget hearing at 6:30 p.m. Roll call vote. Yes. Brozovsky, Lempka and Sasek. No. None. Motion carried 3-0. Present were Councilmembers, Randy Sasek, Tim Lempka and Allen Brozovsky. Also, present was City Clerk Lori Rezny, City Treasurer Melissa Beeman, City Attorney Tad Eickman, City Superintendent Tim Krivohlavek and Jennifer Busboom with Blobaum & Busboom, P.C. Absent is Councilmember Kent Linhart. The Mayor stated that the open meetings act is posted in the meeting room and is available for public inspection. Roll call shows three Councilmembers are present. The Mayor called for recognition of visitors if anyone in attendance wishes to address the Council. No one addressed the Council. The purpose of the hearing is to hear public support, opposition, criticism, suggestions or observations of taxpayers relating to the proposed budget. Three copies of the proposed budget statement were available to the public. The budget hearing and budget summary notice was published in the Wilber Republican on September 3, 2025. Jennifer Busboom with Blobaum & Busboom P.C. gave a presentation outlining the key provisions of the proposed budget statement as directed in the prepared budget notes, including, but not limited to, a comparison with the prior year’s budget. The floor was then opened for public comment on the proposed budget statement. Public comment ensued. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. The Mayor called for public comment three times. No public comment was received. There being no further business, a motion was made by Sasek and seconded by Brozovsky to adjourn the budget hearing at 6:51 p.m. Roll call vote. Yes. Lempka, Brozovsky and Sasek. No. None. Motion carried 3-0. The budget hearing was closed at 6:51 p.m. Lempka moved and Sasek seconded to open the Special Hearing of the City Council of the City of Wilber at 6:52 p.m. relating to setting of the final tax levy as published. Roll call vote. Yes. Brozovsky, Lempka and Sasek. No. None. Motion carried 3-0. Notice of the Special Hearing was published in the Wilber Republican newspaper on the 3rd day of September 2025. Jennifer Busboom with Blobaum & Busboom P.C. presented the information related to the setting of the final tax levy as published. The related resolution has been prepared. The floor was opened for public comment on the tax levy. Public comment ensued. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. The Mayor called for public comment three times. No public comment was received. Sasek moved and Lempka seconded to close the special hearing at 6:54 p.m. Roll call vote. Yes.
