MINUTES OF THE DEWITT VILLAGE BOARD BUDGET HEARING AND SPECIAL MEETINGS HELD TUESDAY, SEPTEMBER 9, 2025, AT 7:00 PM AT THE VILLAGE OFFICE, 209 E. FILLMORE AVE, DEWITT, NE. Roll Call: Present: Chairman Fink, Trustees Rahe, Rentschler, Weise and Workman Absent: None Also present: Utility Superintendent – Hunter Oliver, Clerk – Moria Holly, and Michael Blobaum with Blobaum and Busboom Chairman Fink announced that a copy of the Open Meetings Act is posted in the meeting room and is accessible to members of the public. Motion and second to open the Budget Hearing at 7:00 p.m. Michael Blobaum with Blobaum and Busboom reviewed and discussed the proposed budget with the Village Board. No public comments. Motion and second to close the Budget Hearing at 7:09 p.m. Motion and second to open the Special Meeting at 7:09 p.m. Michael Blobaum with Blobaum and Busboom reviewed and discussed setting the final tax request at $153,425.00 and the tax levy at 0.447703 per $100 of assessed value. No public comments. Motion and second to close the Special Hearing at 7:11 p.m. Motion and second to open the Special Meeting at 7:11 p.m. Received and placed on file the notices of the meeting. Motions approved by unanimous roll call vote: 1. 1% Increase in Restricted Funds Authority; no longer required by State Statute. 2. 2025-2026 Budget Adoption; motion and second to approve and adopt the 2025-2026 Budget as submitted by Blobaum and Busboom. 3. Resolution 2025-05 – Set Final Tax Request; motion and second to approve and adopt Resolution 2025-05, setting the tax levy at $153,425.00, a 6% increase, with the tax levy being set at 0.447703, a 2.31% increase. 4. Review/Approve Wastewater Improvements Group A – Judds Brothers Pay Application #2; motion and second to approve Judds Brothers Pay Application #2 Motion and second to have the Village Board, Utility Superintendent and Village Clerk to go into Executive Session at 7:15 p.m. to discuss the performance of a Village employee, for the protection of the public interest and for the prevention of needless injury to the reputation of the employee. Executive Session ended at 7:42 p.m. with no formal action taken. 5. Employee Concerns/Review; no action taken. 6. Lawn Mower Estimates – Grasshopper; item postponed until a later meeting.
