VILLAGE OF TOBIAS P.O. BOX 94 TOBIAS, NEBRASKA 68453 September 5, 2023 The regular meeting of the Chairman and Board of Trustees of the Village of Tobias, Nebraska was held at the Tobias Fire Hall in said Village on the 5th day of September, 2023. Present were Chairman Dick, Trustees Kastanek, Krupicka, Smith, and Wolfe. The Village Clerk was also present. Notice of meeting was given in advance thereof by posting as required by law. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The Open Meeting Laws are posted in the meeting room. Chairman Dick called the meeting to order at 7:45pm. Previous minutes were reviewed. Dick motioned to approve, Kastanek seconded, motion carried, aye votes Krupicka, Smith, Wolfe; no nay votes. Bank Statements, and Treasurers Report were presented. Dick motioned to approve, Wolfe seconded, motion carried, aye votes Kastanek, Smith, Krupicka; no nay votes. Dick motioned to approve claims 1-25, Wolfe seconded, motion carried; aye votes, Krupicka, Smith, Kastanek; no nay votes. Smith abstained on 25, Kastanek abstained on 19, with Krupicka abstaining on 24 and 9. During Public comments Bruce Vitosh from Norris Public Power and Matt Irving from Today’s Power visited with the board concerning a Solar Power Development in Tobias. Lyle Bartels had comments/discussion concerning having livestock in town. More discussion within the Board to follow concerning both items. Dick will follow up on procedure for cleanup on Nuisance properties. The 2023-2024 Budget proposal, Tax Levy, and One & Six Year Plan were presented in previous Hearings and were all approved during the regular meeting tonight. Claims will be submitted to the insurance company for the recent storm damage. Krupicka to check into providing Street Sweeper service for town. Wolfe motioned to hire a Street Sweeper, Dick seconded; motion carried; aye votes Kastanek, Smith, Krupicka; no nay votes. Kastanek motioned to purchase a new tractor, Smith seconded; motion carried; aye votes Dick, Krupicka, Wolfe; no nay votes. Several proposals from John Deere were presented and considered. Smith motioned to adjourn, Wolfe seconded; motion carried, aye votes Dick, Kastanek, Krupicka; no nay votes. Meeting adjourned at 9:44.
