VILLAGE OF SWANTON P.O. BOX 23 SWANTON, NEBRASKA. 68445 DECEMBER 11, 2023 The regular meeting of the Chairman and Board of Trustees of the Village of Swanton, Nebraska was held at the Fire Hall in Swanton, Nebraska on the 11th day of December, 2023 at 7:30 p.m. Chairman Runty called the meeting to order. Roll call was answered by Runty, Strouf, Likens, and Placek. Bass absent. Also attending was Donna Rut, Village Clerk and Alan Krupicka, Water Operator. Notice of the meeting was given in advance thereof by posting as required by law. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The Open Meeting Laws are posted in the meeting room. Discussion on the new well project, meter for the Farmers Cooperative pit, and a new touch meter reader. A new meter reader will be ordered from Utility Technologies for $1,610.00. The claims, treasurer’s report, and minutes were presented. A motion was made by Strouf and seconded by Likens to approve the treasurer’s report and minutes and to pay all claims as presented. Motion carried with Strouf, Likens, Placek, and Runty voting aye. Bass absent. Reorganization was held. Trustee Strouf nominated Runty for Chairman. Likens moved and Placek seconded that nominations cease. Motion carried with all members present voting aye. Charlie Runty was voted in as Chairman with a vote of three aye, one absent, and Runty abstained. Trustee Likens nominated Strouf for Vice Chairman. Placek moved and Likens seconded that nominations cease. Motion carried with all members present voting aye. Strouf was voted in as Vice Chairman with a vote of three aye, one absent, and Strouf abstained. A motion was made by Placek and seconded by Strouf to appoint Benjamin Murray with Murray Law as the Village Attorney. Motion carried with all members present voting aye. Bass absent. A motion was made by Strouf and seconded by Likens to appoint JEO Consulting Group Inc. as the Village Engineers. Motion carried with all members present voting aye. A motion was made by Placek and seconded by Likens to appoint Andrew Wilshusen, License Number: S-1696/Class A with JEO Consulting Group, Inc. as the Village Street Superintendent for 2024. Motion carried with Strouf, Likens, Placek, and Runty voting aye. Bass absent. A motion was made by Likens and seconded by Strouf to retain Donna Rut as Village Clerk, and Alan Krupicka as Village Water Operator. Motion carried with all members present voting aye. Bass absent. A motion was made by Placek and seconded by Strouf to designate First Tri-County Bank as the Village depository. Motion carried with all members present voting aye. Bass absent. Resolution # 2023-7: Signing of the Year-End Certification of City Street Superintendent 2023 was read. A motion was made by Likens and seconded by Placek to adopt said resolution. Motion carried with Strouf, Likens, Placek, and Runty voting aye. Bass absent. Alan Krupicka gave his monthly water report.
