A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on Tuesday, February 14, 2023, by Chairperson Phil Hardenburger. Present were Hardenburger, Stephanie A. Krivohlavek, Marvin A. Kohout and Janet J. Henning Commissioners, County Clerk Anita K. Bartels and County Attorney David C. Solheim. Commissioner Russ Karpisek was absent. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on February 8, 2023, in compliance with State Statutes; Hardenburger advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the January 31, 2023 regular meeting; Under Correspondence, reported receiving 2022 Annual NIRMA Report, a Memorandum outlining the Expanded Legal Resources for NIRMA members, a phone call and email from Ebony Cooksey with Nextlink on broadband and working with the Secretary of State office in applying for a four year Cyber Hygiene grant; Under Report of Offices, heard reports of meetings with NACO (zoom), Safety Committee, Employee Recognition Committee, Employee Health Fair, Planning & Zoning, Region V Services, Region V Systems, Hometown Housing, Ag Society, NACO Workshop for Board Chairpersons and Five Rivers RC & D; Approved the appointment of Gary Baxa to the Saline County Extension Board; Approved the final commitment of ARPA funds; Approved the January 2023 Clerk fees in the amount of $34,063.25; Approved the January 2023 Clerk of the District Clerk fees in the amount of $15,132.75; Approved the January 2023 Sheriff fees in the amount of $2,208.69; Approved Resolution #2023-10, transferring $1,600.00 from the Inheritance Fund to the Juvenile Service Aid Program, to be reimbursed when funds become available; At 10:18 a.m. the Board recessed; At 10:37 a.m. the Board reconvened; Approved Resolution #2023-08, Project Program Agreement BL2343 (Saline/Jefferson) for County Bridge Match Program STWD-CBMP (7); Approved Resolution #2023-09, Project Program Agreement BL2345 (Saline/Gage) for County Bridge Match Program STWD-CBMP (7); Approved a Request to Occupy Right of Way from Windstream Nebraska LLC, Work Order #71503003000021; PR-12133; Approved a Request to Occupy Right of Way from Unite Private Networks at NE4 27-8-4 on the west side of Boswell Avenue; Approved a Request to Occupy Right of Way from Windstream Nebraska LLC, Work Order #15000060630154; PR-12158; At 10:47 a.m. the Board recessed; At 10:58 a.m. the Board reconvened; At 11:00 a.m. opened the Public Hearing for the One & Six Year Plan; At 11:04 a.m. closed the Public Hearing for the One & Six Year Plan; Approved the One & Six Year Plan, Resolution #2023-11; Approved claims as presented; At 11:12 a.m. entered closed session to discuss a personnel matter and a request for catastrophic leave; At 11:43 a.m. exited closed session with no action taken; Approved the request for catastrophic leave; The Law Enforcement Center visit/inspection was postponed until March 14, 2023; There being no further business to come before the Board, the meeting was adjourned at 11:45 a.m. The next regular meeting will be on Tuesday, February 28, 2023 at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
