A complete set of the proceedings is on file in the Board of Commissioners’ Journal is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:31 a.m. on Tuesday, December 12, 2023, by Chairperson Phil Hardenburger. Present were Hardenburger, Stephanie A. Krivohlavek, Marvin A. Kohout, Janet J. Henning and Russ Karpisek Commissioners, County Attorney David C. Solheim and County Clerk Diann Nettifee. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on December 6, 2023, in compliance with State Statutes; Hardenburger advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved Agenda with corrections; moving the examining of applications received for the open seats on the Planning and Zoning Board to open session and to move Jail Inspection to a later date; Approved minutes of the previous meeting; Under Citizen Forum; Lester Ralston had questions of the Commission pertaining to underground C02 lines; Kay Kottas spoke about the need for more information on the C02 lines; Reports of Officials; Commissioner Karpisek; Looking into C02 pipeline for additional information, NACO Conference December 13, 14 and 15th; Commissioner Krivohlavek; Complaint of Chuck McKay to the State Accountability and Disclosure Commission determined there was no probable cause and claim was dismissed; Commissioner Kohout; attended insurance meeting received notification from the Office of the Attorney General dismissing several complaints made by Chuck McKay against Hardenburger, Kohout and the board in general; Commissioner Henning; attended Public Health Solution meeting; Commissioner Hardenburger; attended insurance and Public Health Solution meeting; 10:00 a.m. Senator Brandt visit 10:43 a.m. Meeting in Recess; 10:52 a.m. Meeting Reconvened; Approved Moving from NACO Insurance Plan to MEDICA Insurance Plan Approved Setting HRA Amount; Approved Setting HSA Amount; Approved Setting Insurance Premiums; Approved Clerk of the District Court Fees in the amount of $60,391.05; Approved Sheriff Fees in the amount of $4,418.54; Approved Clerk fees in the amount of $11,361.25; Approved Submittal of Juvenile Services Grant Application Approved Resolution #2023-75 Release of Pledged Security at Pinnacle Bank Resolutions to transfer funds; Approved Resolution #2023-77 transfer $500,000.00 from Inheritance Tax Fund #2700 to the Road & Bridge Fund #0300, to be reimbursed when funds become available; Approved Resolution #2023-78 transfer $5,000.00 from Inheritance Tax Fund #2700 to Grant Fund #2500, to be reimbursed when funds are available; Highway Superintendent – Road and Bridge Matters; Saline County was awarded a tire grant, project on County Road 2250 is complete, Swanton West project is complete, box culvert project west of Friend is completed and gravel was added to some roads after the snow;
