This is a synopsis of a special meeting of the Mayor and Council of the City of Wilber. A complete copy of the proceedings, resolutions, contracts and ordinances are on file at the City Office, 110 W Third Street, Wilber, NE and are available for public inspection during regular business hours. PROCEEDINGS OF SPECIAL BUDGET HEARING OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NE 68465 September 12, 2023, 7:00 p.m. Lempka moved and Linhart seconded to open the budget hearing at 7:00 p.m. Motion carried 4-0. Present were Councilmembers, Randy Sasek, Tim Lempka, Allen Brozovsky and Kent Linhart. Also, present was City Clerk Lori Rezny, City Treasurer Gail May, Programs Administrator Shanon Meyer, City Attorney Tad Eickman and Jennifer Busboom with Blobaum & Busboom, P.C. Absent was Mayor Chrans. Council President Sasek stated that the open meetings act is posted in the meeting room and is available for public inspection. Roll call shows four Councilmembers are present. The Council President called for recognition of visitors if anyone in attendance wishes to address the Council. No one addressed the Council. The purpose of the hearing is to hear public support, opposition, criticism, suggestions or observations of taxpayers relating to the proposed budget. Three copies of the proposed budget statement were available to the public. The budget hearing and budget summary notice was published in the Wilber Republican on September 6, 2023. Jennifer Busboom with Blobaum & Busboom P.C. gave a presentation outlining the key provisions of the proposed budget statement as directed in the prepared budget notes, including, but not limited to, a comparison with the prior year’s budget. The floor was then opened for public comment on the proposed budget statement. Public comment ensued. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. No public comment was received. There being no further business, a motion was made by Brozovsky and seconded by Lempka to adjourn the budget hearing at 7:11 p.m. Motion carried 4-0. The budget hearing was closed at 7:11 p.m. Brozovsky moved and Linhart seconded to open the Special Hearing of the City of Wilber at 7:11 p.m. relating to setting of the final tax levy as published. Motion carried 4-0. Notice of the Special Hearing was published in the Wilber Republican newspaper on the 6th day of September 2023. Jennifer Busboom with Blobaum & Busboom P.C. presented the information related to the setting of the final tax levy as published. The related resolution has been prepared. The floor was opened for public comment on the tax levy. Public comment ensued. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so. No public comment was received. Linhart moved and Lempka seconded to close the special hearing at 7:16 p.m. Motion carried 4-0.
