MINUTES OF THE DEWITT VILLAGE BOARD SPECIAL AND TOWN HALL MEETING held Thursday, June 8, 2023, at 6:00 PM at the DeWitt Community Center, 200 N Cherry, DeWitt, NE. Roll Call: Present: Chairman Fink, Trustees Rahe, Wattjes, Weise and Workman Absent - None Also present: Clerk – Moria Holly, Norris Public Power – Bruce Vitosh, Michelle Junker and Jeremy Russell and several residents of DeWitt (sign-in sheet attached to Minutes) Chairman Fink announced that a copy of the Open Meetings Act is on the table by the entrance and is accessible to members of the public. Received and placed on file the notices of the meeting. Motions approved by unanimous roll call vote: 1. Lease Agreement between Norris Public Power and the Village of DeWitt; Electrical System 2. Resolution 2023-04; Approve Lease Agreement between Norris Public Power and the Village of DeWitt 3. Memorandum of Understanding between Norris Public Power and the Village of DeWitt; Lease Agreement Discussions: Chairman Fink explained that this meeting is for the purpose of informing the residents and electric customers of the Village of DeWitt of the possible Lease of the Village’s electrical system to Norris Public Power. The Chairman requested to hold public questions and comments until after Norris Public Power completed their presentation. Bruce Vitosh showed a slide presentation and explained in detail to the public a good quantity of information regarding what the Lease with the Village of DeWitt would entail and how the same would impact the electric residents and customers of the Village of DeWitt. Vitosh also explained that the Village would retain ownership of the electric system and that Norris would pay to the Village of DeWitt a lease fee, which would be a percentage of the electric revenues Norris would collect from the Village of DeWitt’s electric customers. (A copy of the slide presentation is attached to the Minutes) After Norris’ presentation, Chairman Fink then opened up the meeting to public questions and comments. After the public comments, four the Village Board members agreed to proceed with entering into the Lease Agreement with Norris Public Power regarding the Village of DeWitt’s electrical system.
