VILLAGE OF TOBIAS P.O. BOX 94 TOBIAS, NEBRASKA 68453 DECEMBER 2, 2025 The regular meeting of the Chairman and Board of Trustees of the Village of Tobias, Nebraska was held at the Tobias Fire Hall in said Village on the 2nd day of December 2025. Present were Chairman Dick, Trustees Baxa, Santacroce. and Schafer. Trustee Wolfe was absent. The Village Clerk was also present. Notice of meeting was given in advance thereof by posting as required by law. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The Open Meeting Laws are posted in the meeting room. Dick called the meeting to order at 7:25pm. Public comments: Ben Murray/Trenton Buhr, Village Attorneys, were present introducing Mr. Buhr as a new attorney. Discussion took place concerning procedures for abating Nuisance Properties. Water Operator Report: Interviews with Water Operator applicants to take place in January. Applicants will be notified and scheduled. Previous minutes were reviewed. Baxa motioned to approve; Schafer seconded, motion carried; aye votes Dick, Baxa, Santacroce, and Schafer ; no nay votes. Bank statements and Treasurer’s Report were presented. Dick motioned to approve claims 1-16; Schafer seconded, motion carried; aye votes Dick, Santacroce, Baxa, and Schafer. No nay votes. Schafer motioned to approve claim 17; Santacroce seconded, motion carried; aye votes Santacroce, Baxa, and Schafer. Dick abstained. No nay votes. Baxa motioned to approve claims 18-19; Dick seconded, motion carried; aye votes Dick, Santacroce, and Baxa. Schafer abstained. No nay votes. Dick motioned to approve claims 20 and 24; Santacroce seconded, motion carried; aye votes Dick, Santacroce, and Schafer. Baxa abstained. No nay votes. Baxa motioned to approve claims 21-23; Schafer seconded, motion carried; aye votes Schafer, Dick, and Baxa. Santacroce abstained. No nay votes. Disconnect Notices: None Action on Nuisance Properties continues as Village proceeds with abatement. Reorganization was held. Santacroce motioned to approve retaining Dick as Chairman, Wolfe as Vice Chairman; Schafer seconded, motion carried; aye votes Schafer, Baxa, and Santacroce. Dick abstained. No nay votes. Dick motioned to retain Murray Law PC LLO as Village Attorney; Baxa seconded, motion carried; aye votes Schafer, Dick, Santacroce, and Baxa. No nay votes. Dick motioned that we appoint JEO Consulting Group, Inc. as our Village Engineer for 2026; Baxa seconded; motion carried; aye votes Schafer, Dick, Santacroce, and Baxa. No nay votes. Dick motioned that we appoint Andrew Wilshusen from JEO Consulting Group, Inc. as our Street Superintendent for 2026; Baxa seconded; motion carried; aye votes Schafer, Dick, Santacroce, and Baxa. No nay votes. Santacroce motioned that we retain Susan Bartels as Village Clerk, Alan Krupicka as Water Operator, Travis Smith as Park Maintenance, and Heartland Bank as Village Depository; Dick seconded; motion carried; aye votes Schafer, Dick, Santacroce, and Baxa. No nay votes. Dick motioned to adjourn, Schafer seconded, motion carried; aye votes Dick, Santacroce, Baxa, and Schafer; no nay votes. Meeting adjourned at 8:42pm.
