Village of Swanton PO Box 23 Swanton, Nebraska 68445 March 9, 2026 The regular meeting of the Chairman and Board of Trustees of the Village of Swanton, Nebraska was held at the Fire Hall in Swanton, Nebraska on the 9th day of March, 2026 at 7:30 p.m. Present were: Chairman Runty, Trustees: Strouf, Placek, and Bass. Likens absent. Donna Rut, Village Clerk also attending the meeting. Notice of meeting was given in advance thereof by posting as required by law. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The Open Meeting Laws are posted in the meeting room. The claims, treasurer’s report, and minutes were presented. A motion was made by Strouf and seconded by Placek to approve the treasurer’s report and minutes and pay all claims as presented. Motion carried with Runty, Strouf, Placek, and Bass voting aye. Likens absent. A motion was made by Bass and seconded by Strouf to approve Pay App 3 from Judd Brothers for $32,490.00 pending USDA-RD approval. Motion carried with Runty, Strouf, Placek, and Bass voting aye. Trustee Placek introduced Ordinance #315 entitled: AN ORDINANCE AUTHORIZING THE ISSUANCE OF A GENERAL OBLIGATION WATER BOND, SERIES 2026, OF THE VILLAGE OF SWANTON, NEBRASKA, IN THE PRINCIPAL AMOUNT OF ONE HUNDRED EIGHTY-NINE THOUSAND AND 00/100 ($189,000.00) FOR THE PURPOSE OF CONSTRUCTING ADDITION AND IMPROVEMENTS TO THE WATER SYSTEM, PRESCRIBING THE FORM OF THE BOND, PROVIDING FOR THE LEVY OF TAXES TO PAY THE BOND, ENTERING INTO A CONTRACT ON BEHALF OF THE VILLAGE WITH THE HOLDER OF THE BOND AND ORDERING THE ORDINANCE PUBLISHED IN PAMPHLET FORM and moved that the statutory rule requiring reading on three different days be suspended. Trustee Bass seconded the motion to suspend the rule and upon roll call vote on the motion the following Board Members voted aye: Runty, Strouf, Placek, and Bass. Likens absent. The motion to suspend the rules adopted by three-fourths of the Board and the statutory rule was declared suspended for consideration of the ordinance. The ordinance was then read by title and Trustee Strouf moved for final passage of the ordinance. The motion was seconded by Trustee Placek. The Chairman then stated the question, “Shall Ordinance #315 be passed and adopted?” Upon roll call vote, the following Board Members voted AYE: Runty, Strouf, Placek, and Bass. Likens absent. The passage and adoption of the ordinance having been concurred in by three-fourths of all members of the Board the Chairman declared the ordinance adopted and the Chairman in the presence of the Board signed and approved said ordinance and the Clerk attested the passage and approval of the same and affixed her signature thereto and ordered the Ordinance published in pamphlet form as provided therein and to be posted in three public places in the Village. The Saline County Deputy gave the monthly sheriff’s report. A motion was made by Bass and seconded by Placek to approve the quote for street repairs from Hein Construction. Motion carried with all members present voting aye. Likens absent. As there was no further business, a motion was made by Strouf and seconded by Bass to adjourn.
