VILLAGE OF SWANTON PO BOX 23 SWANTON, NEBRASKA 68445 DECEMBER 9, 2024 The regular meeting of the Chairman and Board of Trustees of the Village of Swanton, Nebraska was held at the Fire Hall in Swanton, Nebraska on the 9th day of December, 2024 at 7:30 p.m. Present were Chairman Runty, Trustees: Strouf, Likens, Placek, and Bass. Donna Rut, Village Clerk also attending the meeting. Notice of meeting was given in advance thereof by posting as required by law. All proceedings hereafter shown were taken while the convened meeting was open to the attendance of the public. The Open Meeting Laws are posted in the meeting room. A Saline County Sheriff presented the monthly sheriff’s report. The claims, treasurer’s report, and minutes were presented. A motion was made by Strouf and seconded by Likens to approve the treasurer’s report and minutes and pay all claims as presented. Motion carried with all members voting aye. Reorganization was held. Likens and Placek read the Oath of Office. Trustee Strouf asked for nominations for Chairman. A motion was made by Likens and seconded by Placek to appoint Charles Runty for Chairman. Motion carried with Strouf, Likens, Placek, and Bass voting aye. Runty abstained. A motion was made by Likens and seconded by Placek to appoint Lynn Strouf for Vice Chairman. Motion carried with Runty, Likens, Placek, and Bass voting aye. Strouf abstained. A motion was made by Bass and seconded by Likens to retain Benjamin Murray with Murray Law as Village Attorney, Andrew Wilshusen from JEO Consulting Group, Inc., License # S-1696, Class A as our Street Superintendent for 2025, and JEO Consulting Group, Inc. as our Village Engineer. Motion carried with Runty, Strouf, Likens, Placek, and Bass voting aye. A motion was made to retain the following employees. Donna Rut-Village Clerk, Alan Krupicka- Water Operator, Cory Parks-Parks, and Johnny Barta-Sewer. Motion carried with all members voting aye. Resolution #5-2024: Signing of the Year-End Certification of Street Superintendent was read. A motion was made by Likens and seconded by Placek to adopt Resolution #5-2024. Motion carried with Runty, Strouf, Likens, Placek, and Bass voting aye. Discussion was held on the well project. The well project has been approved by the NDEE. The deeds have been filed on the properties. A motion was made by Bass and seconded by Likens to pay Eric Placek $5,000.00 for his property for the well and pay the Farmers Cooperative $1.00 for their property for the well. Motion carried with Runty, Strouf, Likens, and Bass voting aye. Placek abstained. Resolution #6-2024: A resolution on garbage fees was read. A motion was made by Bass and seconded by Strouf to adopt Resolution #6-2024. Motion carried with all members voting aye. Residential rates will increase by $1.00 to $20.95 per month. The Water Operator monthly report was read. Trustee Strouf reported on the new bunker gear for the fire department.
