Village of Exeter – Minutes October 06, 2020 The regular meeting of the Exeter Village Board was convened in open and public session on Tuesday October 6, 2020, at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Mitch Schlegelmilch, Kathy Erdkamp, Justin Harre and Jim Anderson. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Joe Miller, Jackie Miller, Leesa Bartu and Ben Bartu. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Schlegelmilch moved and Erdkamp seconded the motion to approve invoices as presented. All present voted aye. They are planning to host a corn hole tournament behind the fire hall. If weather is bad, they will have it inside. They will only be serving beer. Harre moved and Anderson seconded the motion to approve support for the special liquor license. All present voted aye. Ben Bartu appeared before the board to present his plan for an Eagle Scout Project. He would like to pour a cement strip under the fence in Storybook Park to help with maintenance so weeds cannot grow into the fence. He asked if the city could pay for the materials and if the troop could borrow the city cement mixer. The board expressed their approval of the project and asked Ben to coordinate it with John Mueller. Discussion was held on the Annual Certification of Program Compliance Form and Resolution 20-04. This form and resolution replaces the annual filing of the One & Six Year Plan and the former Standardized System of Annual Reporting with the Nebraska Board of Public Roads Classifications and Standards. All records are now kept in the clerk’s office instead of being sent to the State of Nebraska. Harre moved and Erdkamp seconded the motion to approve Resolution 20-04. All present voted aye. Michl presented a Notice to Abate Nuisance for 211 North Burlington Avenue. Complaints have been received regarding the construction and agricultural equipment parked in the yard and on the street. The yard is overgrown with weeds and grass greater than 12 inches in height. Schlegelmilch moved and Anderson seconded the motion to approve the Notice to Abate Nuisance. All present voted aye. Michl presented a Notice to Abate Nuisance for 122 North Burlington Avenue. Complaints have been received regarding the overgrown lot, dying trees and condition of the house and sheds. This notice is for the yard only as a building inspector is needed to address the buildings. Harre moved and Erdkamp seconded the motion to approve the Notice to Abate Nuisance. All present voted aye. Both Notice to Abate Nuisance forms will be sent via certified and regular mail. The property owner will have 30 days to pick up the certified letter. After picking up the letter they will have 5 days to either request a hearing with the village board or abate the nuisance. If they do not request a hearing or abate the nuisance the village will remove the nuisances and charge the owner with the expense. If the owner does not pick up the certified letter the village can remove the nuisance and charge the owner with the expense. Liens will be applied to the property if the charges are not paid. Building inspector, Jason Suelter of Vector Structural Design is scheduled to be in Exeter on October 11, 2020, to inspect three houses in town for possible nuisance abatement. Discussion held on purchasing additional lounge chairs for the swimming pool. Lounge chairs are $330 each. The Exeter Woman’s Club would like to donate one chair in memory of Lois Kuska. Schlegelmilch moved and Harre seconded the motion to purchase six lounge chairs. Voting aye: Michl, Erdkamp, Harre and Schlegelmilch. Voting nay: Anderson. No Marshal’s Report was presented. John Mueller presented the Maintenance Report. Leak Investigators will be back to work on pool leaks. The sump pump at the lift station went out. He will be ordering a replacement. He also plans to order two more metal picnic tables for the park. Ballfield trees need to be trimmed. Both the cemetery and maintenance department need new mowers. The park could use a new swing set and additional playground equipment. Justin Harre presented material expenses for the Gun Club. The block and rebar will cost $650.00 and they will need seven yards of concrete. Material expenses will get paid back with the lease payment. Becky Erdkamp presented the Clerk’s Report. Sales tax for July was $12,568.40. Keno receipts for August were $110.77. The next meeting will be held on November 3rd at 7:00 pm. The meeting adjourned at 7:50 pm. Becky S.
