This is is a synopsis of the regular monthly meeting of the Mayor and Council of the City of Wilber. A complete copy of the proceedings, resolutions, agreements, and ordinances are on file at the City Office, 110 W Third Street, Wilber, NE and are available for public inspection during regular business hours PROCEEDINGS OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NEBRASKA Tuesday, April 14, 2026, 7:00 p.m. The Mayor called the regular meeting to order at the Cultural Center at 110 W Third Street in Wilber, Nebraska at 7:00 p.m. The meeting notice was published in the Wilber Republican on April 1, 2026. The following were present. Mayor Roger Chrans, Councilmember Kent Linhart, Tim Lempka, Allen Brozovsky and Randy Sasek, City Attorney Tad Eickman, City Clerk Lori Rezny, City Treasurer Melissa Beeman, Water/WWTP Operator Jason Ripa, Ken Uher, Craig Vyhnalek, Scott Albert, Trevor Watson, Russ Blancett, Chad Packer and two others representing the Wilber Gun Club, City Superintendent Tim Krivohlavek arrived at 8:25 p.m. The Mayor stated that the open meetings act is posted in the meeting room and is available for public inspection. Roll call shows four Councilmembers are present. The Mayor called for recognition of visitors if anyone in attendance wishes to address the Council. No one spoke at this time. The following motions were moved, seconded and approved by unanimous roll call vote. 1) Approved the minutes of the March 10, 2026, meeting and claims as presented. 2) Ordinance #990 was read by title. Suspended the rules requiring the Ordinance be read three times. Approved Ordinance #990 an Ordinance of the City of Wilber, Saline County, Nebraska, relating to electric service rates, to provide for the amendment of Section 54.08 of the Municipal Code, to provide for the repeal of all ordinances or parts thereof in conflict herewith; to provide for the inclusion of this Ordinance into the Municipal Code and to provide for the time when this Ordinance shall be in full force and effect; and to provide for the publication of this Ordinance in pamphlet or electronic form. 3) One sealed bid was received for the Fire Hall generator. The request for bids was published in the Wilber Republican on March 18, 2026. Councilmember Sasek opened the bid and read the bid aloud. Bid from Plymouth Electric includes: One 50KW 3 phase natural gas Generac generator, one 400-amp service entrance rated automatic transfer switch, concrete pad, wiring of transfer switch, wiring of generator. Fuel piping by others. Total cost $62,198.00. Later in this meeting, Council approved to accept the bid from Plymouth Electric subject to review and approval by the City Superintendent. 4) Approved the SDL Application from the Nebraska Czechs of Wilber for the beer garden at Hotel Wilber for the 2026 Czech Festival. 5) Discussion was held regarding the Youth Sports Director position and changing it from one part-time position to two part-time positions which includes all of the youth sports director duties and managing the concessions stands. Approved the hiring of Katie VanVacha and Caleb Filipi as Youth Sports Co-Directors. The salary will be $20,000 annually for Katie VanVacha and $12,000 annually for Caleb Filipi beginning with the pay period of April 9, 2026. 6) Opened a Public Hearing at 7:31 p.m. Notice of this public hearing was published in the Wilber Republican on April 1, 2026. The purpose of this Hearing is to determine if a Conditional Use Permit should be granted for construction of a tri-plex residential dwelling at 125 N Wilson Street, Wilber, Nebraska. Discussion was held with Contractor Scott Albert regarding the Conditional Use Permit Application made by him to construct a tri-plex residential dwelling in an R-1 (Residential) district. The Wilber Planning Commission held a public hearing on April 14, 2026, at 6:30 p.m. regarding this conditional use application and voted to make a recommendation to the City Council to approve the Conditional Use Permit for Scott Albert for construction of a tri-plex residential dwelling in an R-1 District. Mayor Chrans called for public comment three times. No public comment was received. Closed the public hearing at 7:34 p.m. Approved the Conditional Use Permit for Scott Albert for construction of a tri-plex residential dwelling in an R-1 District. 7) Approved the Audit Report for Fiscal Year 2024-2025. 8) Approved the health insurance renewal for full-time employees effective July 1, 2026 with Blue Cross Blue Shield choosing the QHDHP Option 2 HSA Plan. 9) Discussion was held on the construction of new City wells. Plans and Specifications for the wells have been approved by the Dept. of Water, Energy and Environment (DWEE) and the City has received notice that the required permits have been approved of by the Lower Big Blue Natural Resource District. Approved to pay the invoice of Frontwater Engineering for engineering services regarding the well project from April 8, 2025, to current in the amount of $82,150.00. 10) Council reviewed the sanitary sewer project plan for the Zoubek Addition. The plans have been engineer designed by Olsson Engineering. Approved the plans as submitted for the sanitary sewer project for the Zoubek Addition provided Olsson Engineering will acknowledge though written format that they will oversee and inspect the construction of the sanitary sewer project to confirm the project is constructed as designed by Olsson Engineering. The City Office will email Brian Schuele with Olsson requesting this acknowledgement. 11) An estimate was received from Dan Lovitt for concrete repairs to the Fire Hall driveway area. After discussion, approved to accept the bid in the amount of $10,150.00 provided the contractor gives the City a more detailed written estimate to show what is included in this estimate and that it meets all necessary criteria. 12) Went into closed session to prevent needless injury to the reputation of individuals and such individuals have not requested a public meeting for the purpose of discussion of hiring of swimming pool personnel. Those in the closed session were Mayor Chrans, Councilmembers Linhart, Lempka, Brozovsky and Sasek, City Clerk Lori Rezny and City Attorney Tad Eickman. The Mayor restated the purpose of the closed session is discussion of hiring of swimming pool personnel. The Mayor and Council went into closed session at 8:34 p.m. The doors of the meeting room were opened at 8:56 p.m. Came out of closed session at 8:56 p.m. No formal action was taken during the closed session. In open session discussion was held on applications for managers and lifeguards. It should be noted that the City advertised for applications for pool managers and lifeguards in the Wilber Republican for four consecutive weeks from February 18th through March 11, 2026, posted notices at Wilber-Clatonia Schools and also posted on social media that the City was taking applications for managers and lifeguards for the 2026 pool season. The City did not receive any qualified applications for manager and last year’s manager has declined an offer to return as manager; therefore, Mayor Chrans has agreed to take the Pool Operators Course and manage the pool this year in absence of any qualified applications. Council approved the following hires and wages for the swimming pool staff for 2026 and charges for patrons. Roger Chrans as Manager at a rate of $23.50 per hour, Assistant Manager(s) chosen at the discretion of the manager at a rate of $18.75 per hour, 3rd year lifeguards $16.50 per hour, 2nd year lifeguards $15.00 per hour, 1st year lifeguards $13.50 per hour. During pool parties guards will be paid $16.25 per hour, assistant manager $21.25 per hour and manager $23.50 per hour. Season passes for patrons will be as follows: Family $200 up to 5 immediate family members plus $20 for each additional immediate family member (up to age 19); Single $75; Daily $5; Punch pass $40 for 10 punches. After hours pool party charges will be as follows: 1-25 people $225; 26-50 people $300; 51-75 people $395; 76-100 people $500; 101-125 people $600. Other items of discussion were. Wilber Gun Club members Russ Blancett and Chad Packer presented a proposal for a potential expansion of the Wilber Gun Club at the City’s old airport ground west of town. Concerns were brought up that the City needs this ground to spread sludge and regulations and restrictions for spreading sludge. It was agreed that more research needs to be done regarding this matter. Water/Wastewater Operator Jason Ripa reported that Johnson Services will be continuing the sewer lining project this Spring. The nuisance property at 217 W 2nd Street was reviewed. No improvements have been made to the property over several years. Councilmember Sasek will contact the property owner and inform him that he needs to present a written proposal from a Contractor for repairs in a timely manner or the condemnation of the property will be pursued by the City. Other properties that have been discussed as nuisances will be reviewed this Spring. Discussion was held regarding the effects of the current and previous years’ droughts on the City’s water levels and water testing results. The City would like to remind residents to be mindful when watering lawns and gardens to conserve water when possible. City reports were given by Dept. Heads. Claims were as follows.
