This is a synopsis of the Saline County Board of Commissioners’ May 23, 2023, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:32 a.m. on Tuesday, May 23, 2023, by Chairperson Phil Hardenburger. Present were Hardenburger, Stephanie A. Krivohlavek, Marvin A. Kohout, Russ Karpisek and Janet J. Henning Commissioners, County Clerk Anita K. Bartels and County Attorney David C. Solheim. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on May 17, 2023, in compliance with State Statutes; Hardenburger advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the May 9, 2023 regular meeting; Approved Resolution #2023-28, establishing a three (3) minute per person attending to speak during Citizens Form; Under Citizens Forum, Lester Ralston addressed the Board; Under Correspondence it was reported receiving an email estimate from Cory Lyons with Braxter Construction regarding demo of the interior of the old jail building; from the City of Crete the Airport Advisory Board May 11th meeting notice, the May 16th Council and Council meeting agendas, notice of their May 22nd Planning Commission meeting and notice of a May 22nd Public Hearing of their Planning Commission; and from SENDD their May 25th meeting agenda and minutes of their April 2023 meeting; Under Report of Offices, heard reports on meetings with the Wellness Committee, Insurance Committee, Employee Recognition Committee, Planning & Zoning, Safety Committee, Cyber Security, Board of Adjustments, Public Health Solutions, Ag Society, and Extension Board, the BRAN (Bike Ride Across American) event, attending the Employee Summer Picnic and the SE Adult Drug Court graduation; Jerad Reimers, Community Liaison for Congressman Adrian Smith address the Board; At 10:00 a.m. bids were closed, opened and read aloud for the Public Defender. The two bidders were Gropp Law & Medication, LLC, Wilber, NE and Polaris Law Group, Lincoln, NE. Bids are on public record in the Clerk’s office; Accepted the bid for Public Defender submitted by Gropp Law & Medication, LLC; Approved the 2023-2024 Interlocal Agreement with the Nebraska Drug Court and received their 2023-2024 request for funds; From Region V Systems, heard their annual update on services and received their 2023-2024 request for funds; At: 11:12 a.m. the Board recessed; At 11:18 a.m. the Board reconvened; Approved the Blobaum & Busboom, P.C., acceptance and understanding to prepare a proposed budget and accompanying schedules for year end June 30, 2024; Approved Resolution #2023-26 to establish a Sheriff’s Office petty cash fund; Approved the Electronic Contracting Company Inc., Milestone Care Plus Renewal for security cameras beginning July 1, 2023; Approved the installation of a security window in the Clerk’s office; Approved a minor subdivision at 34-5-1 for Allen & Tammy Lintz; Approved a minor subdivision at 7-6-1 for Alan Skrivanek; Approved the National Insurance Services, Life and Long-Term Disability with Madison National Life Insurance effective July 1, 2023; Approved the NACO VSP Vision Insurance Plan Renewal effective July 1, 2023; Approved the NACO Blue Cross Blue Shield Health Insurance effective July 1, 2023; Accepted the letter of retirement submitted by County Clerk Anita Bartels effective June 30, 2023; Approved the use of ARPA funds for the replacement of a water heater at the Law Enforcement Center; Discussed the possibility of a capital improvement/replacement fund for the Law Enforcement Center; Approved Resolution #2023-27 transferring $298.22 from the Grant Fund to the General Fund for the purpose of reimbursing the General Fund for Grant Retirement contributions; Approved Resolution #2023-29 transferring $5,500.00 from the Inheritance Fund to the General Fund, to be reimbursed when funds become available; Approved Speece Lewis change order for project C76(778) indicating a reduction of $378.50; Approved the claims as presented; At 12:16 p.m. entered closed session to discuss Inmate Medical; At 1:26 p.m. exited closed session; During closed session no action was taken; There being no further business to come before the Board, the meeting was adjourned at 1:27 p.m. The next regular meeting will be on Tuesday, June 6, 2023 at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
