This is a synopsis of the Saline County Board of Commissioners’ March 14, 2023, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on Tuesday, March 14, 2023, by Chairperson Phil Hardenburger. Present were Hardenburger, Stephanie A. Krivohlavek, Marvin A. Kohout, Russ Karpisek and Janet J. Henning Commissioners, County Clerk Anita K. Bartels and County Attorney David C. Solheim. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on March 8, 2023, in compliance with State Statutes; Hardenburger advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the February 28, 2023 regular meeting; Under Citizens Forum, Gary Veprovsky and Lester Ralston addressed the Board; Under Correspondence, received a check for $4,239.48 from the National Opioid Settlement Trust; from the City of Crete the March 7th agendas for the City Council and the Personnel, Legislative Development, Public Works, Finance and Public Safety Committees; from SENDD a notice the March 16th meeting has been postponed to March 23, 2023; from the Saline County Historical Society the minutes of their March 3, 2023 meeting; communications with the Extension Office regarding additional storage space and correspondence with constituents regarding road conditions and a wind study; Under Report of Officials, heard reports on County Government Day, a reminder on the Shamrock Shuffle and SCAT Soup and Sandwich Luncheon; an interview with Channel 10/11 regarding the Public Advocacy Commission; meetings with Hometown Housing, Tobias wind, SE District, CASA, Region V Services; Ag Society and testifying in the Legislature on Inheritance Tax; Approved recognizing March 21st as Down Syndrome Awareness Day; Approved the February 2023 Clerk of the District Court fees, $22,110.18; Approved the February 2023 Clerk fees, $10,572.00; Approved the February 2023 Sheriff fees, 2,606.28; Held a teleconference with Ebony Cooksey with Nextlink Internet, regarding fiber installation in Western; At 10:47 a.m. the Board recessed; At 10:56 a.m. the Board reconvened; A report was submitted on the cost of conducting a sound study on wind turbines, noting the cost if done by an offsite model would be $10-$15,000, the cost if done onsite would be around $42,000 to $50,000 to start; It was reported the existing turbines were built without sound limits, but the turbine installation company for Milligan 1 is to be contacted to see if a sound study was conducted by them; Action was tabled on the availability of funds for a sound/decibel study until the next meeting; Employee health insurance options were discussed, including a possible self-insured package. An employee health insurance committee is to be formed to discuss/research/review options to be presented to the Board; Approved two Federal Grand applications to fund a Saline County Victims Assistance Program; Accepted the bid from JJK Consructions in the amount of $1,087,445.01 for Project C-76(790) Swanton West; Approved the claims as submitted; At 11:41 a.m. entered closed session; At 12:09 p.m. exited closed session with no action taken; At 12:10 p.m. recessed to relocate to the Law Enforcement Center for a quarterly tour; At 12:20 p.m. reconvened at the Law Enforcement Center; Law Enforcement personnel gave the Commissioners and County Clerk a tour of the Law Enforcement Center and Dispatch center; There being no further business to come before the Board, the meeting was adjourned at 1:57 p.m. The next regular meeting will be on Tuesday, March 28, 2023 at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
