This is a synopsis of the Saline County Board of Commissioners’ June 21, 2022, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on Tuesday, June 21, 2022, by Chairperson Russ Karpisek. Present were Karpisek, Janet J. Henning, Marvin A. Kohout, Stephanie A. Krivohlavek and Phil Hardenburger, Commissioners, and County Clerk Anita K. Bartels. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on June 15, 2022, in compliance with State Statutes; Karpisek advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the June 7, 2022, regular meeting; Under Correspondence it was reported receiving a thank you letter from the Crete High School for giving the English Language Learners Class a tour; from the City of Crete the June 21st agendas for the City Council and Committees; from the City of Crete a notice of a Public Safety Special Meeting on June 22nd regarding ATV & UTV Regulations and from Blue Valley Community Action their June 21st agenda, April 19th meeting minutes, June 2022 Reports to the BVCA Board of Directors and the April-June News Clippings; Under Report of Officials heard reports of meetings with CASA, Region V Services and Systems; City-County Solutions, NACO Board of Directors and SENDD; attending the NACO Conference in Kearney and with the County Attorney regarding the Windmill Name Plate Tax; Carmen Hinman, Executor Director of Hope Crisis Center and staff members presented their 2021 annual report and Fiscal Year 2022-2023 Funding Request; At 10:15 a.m. the Board recessed; At 10:21 a.m. the Board reconvened; Approved Interlocal Agreement for sharing a mass notification system (Everbridge) for Fillmore, Jefferson, Nuckolls, Saline and Thayer counties; Approved an MOU between Anita Stougard and Saline County to implement the Saline County Juvenile Services Program; Approved a Consultant Agreement between Family Services of Lincoln and Saline County to provide services to the Juvenile Diversion Program; Approved an agreement between CEDARS Youth Services and Saline County to provide Electronic Monitoring Services to the Juvenile Diversion Program; Approved an agreement between CEDARS Youth Services and Saline County to provide Community Youth Coaching to the Juvenile Diversion Program; Beth Ferrell with NACO reported the NACO Legislative Conference would be in October and the NACO Annual Conference in December. She also announced a new NACO office would be opening in Ogallala to serve the western half of the State. The LB644 postcard mailing was discussed; At 11:00 a.m. gravel bids for 2022-2023 were opened from Johnson Sand and Gravel, Columbus; Rock On, Beatrice; Southwest Gravel Product LLC, Axtell; Gana Trucking & Excavating, Martell and Beatrice Sand and Gravel, Fairbury; Crushed rock bids for 2022-2023 were then opened from Rock On, Beatrice; Gana Trucking & Excavating, Martell and Beatrice Sand and Gravel, Beatrice; Highway Superintendent Bruce Filipi will give his recommendation on the bids at the next Board of Commissioners meeting; Five (5) pick up trucks were declared surplus property and replaced through the State Surplus sale; Bridge Match #4 reimbursement from the State was received in the amount of $38,561.00; Reimbursement from the City of Crete for the use of the County’s soft match credit in replacing the Tuxedo Park bridge was received in the amount of $136,337.77; The County collected 415.85 tons of tires during the tire collection at Saline Center; Two bridge replacement projects will start this week, one near DeWitt between County Road 1900 and 2000 on County Road Y and the other is by Tobias on County Road 500 north of Highway 74; A cooperative effort has been discussed between the County, City of Crete and Nestle to pave North Boswell going north of Crete; Approved adjusting the Aging Services Director salary to $60,000.00; Approved the Electronic Contracting Company quotation 31355, in the amount of $16,159.00 for security camera licenses and software upgrades; Approved the fiscal year 2022-2023 Region V Systems Agreement for Emergency Protective Custody services; Approved removing Johnson Creek Cemetery from the abandoned cemetery list; Approved the payout of compensatory time in excess of maximum hours allowed to employees at the beginning of each fiscal year, starting July 1, 2022; Held a discussion on a Railroad Transportation Safety District (RTSD) in Crete; Approved the May 2022 Sheriff Fees in the amount of $5,800.87; Approved Resolution #2022-25 Joint Resolution and Agreement for the revised Employee Handbook, effective July 1, 2022; Approved Resolution #2022-26 transferring $1,200.00 from the Inheritance Fund to the Adult Drug Court fund to be reimbursed when funds become available; Approved Resolution #2022-27 transferring $2,400.00 from the Inheritance Fund to the Grant Fund to be reimbursed when funds become available; Approved claims as submitted; Held a closed session to discuss a personnel issue with no action taken; There being no further business to come before the Board, the meeting was adjourned at 12:39 p.m. The next regular meeting will be on July 5, 2022, at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
