This is a synopsis of the Saline County Board of Commissioners’ June 20, 2023, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:31 a.m. on Tuesday, June 20, 2023, by Chairperson Phil Hardenburger. Present were Hardenburger, Russ Karpisek and Janet J. Henning Commissioners, County Clerk Anita K. Bartels. Commissioners Marvin A. Kohout, Stephanie A. Krivohlavek and County Attorney David C. Solheim were absent. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on June 14, 2023, in compliance with State Statutes; Hardenburger advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda with the deletion of the jail inspection; Approved the minutes of the June 6, 2023 regular meeting; Under Citizens Forum, Jeanne Stokebrand and Lester Ralston addressed the Board; Under Correspondence it was reported receiving from Blue Valley Community Action the agenda for their June 20th Regular Meeting of the Board of Directors, the June 2023 Reports to the Board of Directors, minutes of their April 18th meeting and the January-May 2023 news clippings. From the Nebraska Department of Natural Resources-Notice: The flow of the Big Blue River has dropped below the state-line requirements outlined in the Compact with Kansas. Saline County is not required to release water that is already in storage at the Shestak Reservoir; Under Report of Officials, heard reports on meetings at the NACO Workshops in Kearney, meetings with the Insurance Committee, Ag Society, Blue Valley Community Action and a Board of Adjustments Public Hearing; Approved the surplus of one Monroe 2725 calculator; Melanie Stormer with the Probation Office cancelled; Aging Services presented an update of services, discussed the budget request for 2023-2024, including building an addition onto the Aging Service offices; Approved the Interlocal Agreement between Saline County and City of Lincoln for Saline County Aging Services; Approved the Subaward between Saline County and the City of Lincoln to support the requirements of the Older Americans Act and Title 15 Services; Southeast Nebraska CASA, presented an update on programs and a funding request for 2023-24; Hope Crisis Center did not appear; Approved the Memorandum of Understanding between Saline County and Anita Stougard effective July 1, 2023; Approved the Nebraska Crime Commission Community Based Juvenile Services Aid and Family Services Association of Lincoln Consultant Agreement for 2023-2024; Heard reports on the 2023-2024 County Clerk and County Attorney’s budget requests; Approved the May 2023 Clerk Fees in the amount of $27,800.00; Approved the 2023-2024 Stanard Appraisal Agreement; Approved the 2023-2024 Region V Systems, Emergency Protective Custody Agreement; At 10:36 a.m. the Board recessed; At 10:42 a.m. the Board reconvened; A discussion was held regarding the Board of Adjustments recommendation request that Milligan 1 come into compliance with current turbine sound noise regulations as adopted in 2021. It was noted the Board of Adjustments has no jurisdiction regarding this matter. No action was taken. A discussion was held regarding the Board of Adjustments recommendation for the Saline County Board of Commissioners to reconsider or dissolve the change on wind tower noise due to questionable procedures. It was noted the Board of Adjustments has no jurisdiction regarding this matter. No action was taken. Approved Resolution #2023-37, Release of Pinnacle Bank Security, CUSIP #640272LB4, in the amount of $135,000.00; Approved selling the surplus marble let over from the Courthouse renovation by advertising for sealed bids, requiring successful bidder to take all including loading and pickup; At 11:09 a.m. bids for 2023-2024 gravel were opened and read aloud from Johnson Sand & Gravel, Columbus; Rock On, Beatrice; Southwest Gravel Products LLC, Axtell, NE; and Beatrice Sand & Gravel, Beatrice. All bids are of public record as Attachments 1, 2, 3 and 4; At 11:22 a.m. bids 2023-2024 crushed rock were opened and read aloud from Beatrice Sand & Gravel, Beatrice; Hard Rock Quarries, LLC, Beatrice; and Rock On, Beatrice. All bids are of public record as Attachments 5, 6 and 7; All bids will be reviewed and a recommendation for acceptance will be given at the next meeting; Heard reports on the North Boswell project and the replacing of culverts. It was noted June 23, 24 and 25, 2023 are the dates of the tire clean up at Saline Center; At 11:35 a.m. the Board entered closed session to discuss a personnel issue, a General Assistance (GA 2023-02) and a threat of litigation; At 12:07 p.m. the Board exited closed session with no action taken; Approved General Assistance (GA 2023-02) in the amount of $592.00; Approved the claims as presented with the addition of $592.00 for the General Assistance (GA 2023-02); There being no further business to come before the Board, the meeting was adjourned at 12:11 p.m. The next regular meeting will be on Tuesday, July 11, 2023 at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
