This is a synopsis of the Saline County Board of Commissioners’ February 28, 2023, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on Tuesday, February 28, 2023, by Chairperson Phil Hardenburger. Present were Hardenburger, Stephanie A. Krivohlavek, Marvin A. Kohout, Russ Karpisek and Janet J. Henning Commissioners, County Clerk Anita K. Bartels and County Attorney David C. Solheim. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on February 22, 2023, in compliance with State Statutes; Hardenburger advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the February 14, 2023 regular meeting; Under Citizens Forum, Jeff Koll, Gary Veprovsky, Chuck McKay, Gerald Brown, Les Ralston, Elizabeth Shotkoski Ferneding and David Levy addressed the Board; Under Correspondence, received from the City of Crete the February 21st meeting agendas for the City Council and Public Works, Public Safety and Finance Committees and the February 28th meeting agenda for the Planning Commission; the SENDD financial statement ending January 31st for the February 2023 meeting; the February 21st Blue Valley Community Action meeting agenda, minutes of their January 17th meeting and the February 2023 reports to their Board of Directors; from the NE Dept. of Natural Resources a notice to inspect Wilber Dam 1; Ebony Cooksey with Nextlink is on the March 14th agenda; the 2021-22 audit is being conducted; discussions with Soarin on the iSolved transition and a training schedule for officials and supervisors; Under Report of Officials, heard reports on the possible paving of the road between DeWitt and Hwy 77; meetings with SENDD on broadband, Five Rivers RC & D, Blue Valley Community Action, Allo Communications, Storm Watcher Training, CASA, and phone calls regarding the odor from the chicken facility and road complaints. Also noted was the upcoming Employee Recognition Banquet and Western Soup and Sandwich event; At 10:07 a.m. the Public Hearing was opened to amend noise restrictions in the Planning & Zoning Regulations, section 619(E), from a limit of 40 to 50 decibels; Solheim gave an opinion it was OK to hold the Public Hearing and not take action at this time, noting the Planning & Zoning Committee is requesting a sound study be conducted before any action is taken; Letters of opposition to the decibel change were read aloud from Russell Korinek, Marjie Andrews, Terry Brandt, Alan Brunkow, Gerald Dvorak, Jessica Formanek, Neil Formanek and Jake & Melanie Kunc; Others who spoke during the hearing were Elizabeth Shotkoski Ferneding, David Levy, and Kurt Oates; At 11:05 a.m. the Public Hearing took a short recess; At 11:06 a.m. bids were opened for the Swanton West Bridge Replacement Project. Bids were read aloud from Simon Contractors, North Platte, NE; KEA Constructors, LLC, Milford, NE; Midwest Infrastructure, Inc., Lincoln, NE; and JJK Construction LLC, Ceresco, NE. All bids are made a part of these minutes as Attachments 1, 2, 3 and 4; At 11:19 a.m. the Public Hearing was reconvened: Jeff Koll, Gary Veprovsky and Chuck McKay spoke during the hearing; At 11:45 a.m. with no other individuals coming forward to speak, the Public Hearing was closed. Tabled the vote to amend the noise restrictions in section 619(E), from 40 decibels to 50 decibels until more information is received from the Planning & Zoning Committee; Heard the Assessor’s report on the completion of commercial evaluations in Friend, Dorchester and Wilber, and with residential evaluations in Friend. She is continuing with prep work for the TERC hearings and researching software; Approved the list of surplus property to be sold at the Saline Center March 19, 2023 sale; Approved a Request to Occupy the Right of Way at 1675 County Road BB; Heard reports on various road projects. It was noted the gravel Saline County uses meets the State specs; Approved the claims as presented; At 12:25 p.m. entered closed session to discuss a personnel matter; At 12:53 p.m. exited closed session with no action taken; There being no further business to come before the Board, the meeting was adjourned at 12:54 p.m. The next regular meeting will be on Tuesday, March 14, 2023 at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
