This is a synopsis of the regular monthly meeting of the Mayor and Council of the City of Wilber. A complete copy of the proceedings, resolutions, agreements, and ordinances are on file at the City Office, 110 W Third Street, Wilber, NE and are available for public inspection during regular business hours. PROCEEDINGS OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NEBRASKA Tuesday, July 14, 2026, 7:00 p.m. The Mayor called the regular meeting to order at the Cultural Center at 110 W Third Street in Wilber, Nebraska at 7:00 p.m. The meeting notice was published in the Wilber Republican on July 1, 2026. The following were present. Mayor Roger Chrans, Councilmembers Randy Sasek, Kent Linhart and Tim Lempka, City Attorney Tad Eickman, City Clerk Lori Rezny, City Treasurer Melissa Beeman, Water/WWTP Operator Jason Ripa, Wilber Care Center Administrator Nicole Lane and Jaileen Mendez, owner of Fresno LLC. Absent was City Superintendent Tim Krivohlavek and Councilmember Allen Brozovsky. The Mayor stated that the open meetings act is posted in the meeting room and is available for public inspection. Roll call shows three Councilmembers are present. The Mayor called for recognition of visitors if anyone in attendance wishes to address the Council. No one spoke at this time. The following motions were moved, seconded and approved by unanimous roll call vote. 1) Approved the minutes of the June 9th and June 17th meetings and claims and Treasurer’s report as presented. 2) Ordinance #992 was read aloud by title. Suspended the rules requiring the Ordinance be read three times. Approved Ordinance #992 an Ordinance of the City of Wilber, Saline County, Nebraska relating to Regulations of E-Scooters, E-Bikes and Hoverboards and to amend Chapter 73: Recreational Vehicles of the Municipal Code 3) Approved the Agreement for Professional Services with Miller & Associates Consulting Engineers, P.C. for Comprehensive Plan, Zoning Ordinances Updates and Subdivision Regulations Updates for the City of Wilber, Nebraska at a cost of $49,000.00. 4) Opened a Public Hearing for the Wilber Care Center 2026-2027 Budget Hearing. Wilber Care Center Administrator Nichol Lane presented the 2026-2027 Wilber Care Center budget. Discussion was held. The Mayor called for public comment from those in attendance. No public comment was received. Closed the public hearing at 7:29 p.m. Approved the Wilber Care Center 2026-2027 budget as presented. 5) Opened a Public Hearing for the Class I Liquor License Application of Fresno LLC dba La Catrina Mexican Grill & Bar. Jaileen Mendez owner of Fresno LLC was present to answer any questions from the Council regarding their Liquor License Application. After some discussion, the Mayor asked the gallery three times for any public comment regarding the liquor license application of Fresno LLC. No public comment was received. Closed the public hearing at 7:36 p.m. Approved the Class I Liquor License Application for Fresno LLC dba La Catrina Mexican Grill & Bar. 6) Approved a $100 donation to the Beatrice YMCA for the use of their swimming pool for the Wilber swim team practices prior to the Wilber swimming pool opening. 7) Approved the purchase of Power Factor Correction Capacity Banks as a cost of approximately $35,000.00. 8) Opened the Public Hearing at 8:00 p.m. for the nuisance property at 217 W 2nd Street, Wilber, NE. Attorney Tad Eickman informed the Council the property owner was served notice of this hearing by the Sheriff’s department on June 29, 2026. The property owner Darrell Kotas is not present at this hearing. Discussion was held regarding concerns about the structural integrity of the house. The Mayor called for public comment from the gallery, no public comment was received by those in attendance. Closed the hearing at 8:09 p.m. Council declared the property at 217 W 2nd Street, Wilber, Nebraska a nuisance and unsafe property and to follow the process allowed in Chapter 150 of the Municipal Code. Other items of business were. A proposal for Czech Festival commercials with Channel 10/11 was reviewed. After some discussion, Council agreed not to purchase any TV commercial package, therefore no action was taken. SENDD Membership proposal was tabled. Discussion was held regarding a possible crosswalk on Hwy 41 at the intersection of School Street, the Mayor will ask Tim Krivohlavek if he can find out what the State requires. Mayor Chrans brought forth an estimate for the repair of the showers at the pool. This matter was tabled until further information can be gathered. City reports were given by Dept. Heads.
