This is a synopsis of the regular monthly meeting of the Mayor and Council of the City of Wilber. A complete copy of the proceedings, resolutions, agreements and ordinances are on file at the City Office, 110 W Third Street, Wilber, NE and are available for public inspection during regular business hours. PROCEEDINGS OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NEBRASKA Tuesday, May 11, 2021 7:30 p.m. The Mayor called the regular meeting to order at the Cultural Center at 110 W Third Street in Wilber, Nebraska, at 7:30 p.m. Notice of this meeting was published in The Wilber Republican on April 28, 2021. The following were present. Mayor Roger Chrans, Council members Allen Brozovsky, Kent Linhart, Tim Lempka and Randy Sasek. City Attorney Tad Eickman, City Treasurer Gail May, City Clerk Lori Rezny, City Superintendent Tim Krivohlavek, Deputy Tyson Osborn and Lisa Shore. The Mayor stated that the open meetings act is posted in the meeting room and is available for public inspection. Roll call shows all four Councilmembers are present. The Mayor called for recognition of visitors if anyone in attendance wishes to address the Council. No one spoke during this time. The following motions were moved, seconded and approved by unanimous roll call vote. 1) Approved the consent agenda including the minutes of the April 13, 2021, regular meeting and claims as presented. 2) Council reviewed the Special Designated Liquor License application for DDT’s Bar & Grill dba Fritz’s Bar & Grill for a beer garden and street dance on August 5, 6 & 7, 2021. Approved the SDL application for the DDT’s Bar & Grill dba Fritz’s Bar & Grill on August 5, 6 & 7, 2021. 3) Council reviewed the Special Designated Liquor License application for Nebraska Czech’s of Wilber for a beer garden and street dance on August 5, 6, 7 & 8, 2021, at Hotel Wilber. Approved the SDL application for the Nebraska Czech’s of Wilber at Hotel Wilber on August 5, 6, 7 & 8, 2021. 4) The sale of surplus property a 1960 International one ton truck by sealed bid was next on the agenda. It is noted that all sales of surplus property are “AS IS” condition with No Warranty. Two bids were received, the Mayor noted that both bids are in sealed envelopes. The Mayor opened each envelope and read the bids aloud. Approved to accept the high bid from Lonnie Karl for the 1960 International one ton truck for the bid price of $1759.00. 5) Approved to purchase the S76 T4 Bobcat Skid Steer Loader from Gage County Equipment Inc. at a cost of $47,385.95. 6) Approved the hiring of Michelle Kalkwarf as Manager of the swimming pool and Clare Thompson and Nevaeh Honea as Asst. Managers. Season pool passes will remain the same as in 2019 which is as follows. Family season pass (up to five immediate family members under the age of 18) is $150.00 + $10 for each additional immediate family member under the age of 18. Single season pass is $75.00. Daily pass is $5.00 and a punch card pass with 10 punches for $40.00. 7) Approved to cancel the Mayor’s COVID-19 Emergency Powers. 8) Went into closed session to prevent needless injury to the reputation of individual(s) and if such individual(s) have not requested a public hearing regarding health insurance reimbursement and employee probationary reviews. Also, in closed session for the protection of the public interest is discussion of law enforcement strategies, NRD pond rehab matters and American Cares Act information. The Mayor restated the purpose of the closed session is for health insurance reimbursement, employee probationary reviews, law enforcement strategies, NRD pond rehab matters and American Cares Act discussion. The Mayor, all Councilmembers, City Attorney and City Clerk went into closed session at 8:53 p.m. Came out of closed session at 9:26 p.m. Moved to resume the regular meeting. 9) Approved to reimburse Mike Pospisil for the cost of his monthly Medicare and supplement health insurance if he works for the City during the month. 10) Approved ending the six-month probationary period for employees JC Slama, Ben Meyer and Dustin Burns. Other items of discussion were. Saline County Deputy Osborn presented the monthly Sheriff’s report. Councilmember Sasek suggested having a special meeting with members of the Fire & Rescue Dept. to discuss options for a possible equipment purchase of a pumper truck and other department concerns. An update was given by the City Attorney on the properties declared as nuisance at the April meeting. Those properties were 606 W 7th Street, 324 N Ames, 616 W 1st Street, 111 N High Street and 215 N School Street. The City Attorney will follow up with a second notice to those properties owners that did not respond. Discussion was held in regard to the Czech Festival. It was agreed to have the Nebraska Czech’s of Wilber sign a liability waiver and to order ten portable toilets. Activities held in the Cultural Center are subject to any Direct Health Measures in place at that time. City reports were given. Claims were as follows.
