This is a synopsis of the regular monthly meeting of the Mayor and Council of the City of Wilber. A complete copy of the proceedings, resolutions, agreements, and ordinances are on file at the City Office, 110 W Third Street, Wilber, NE and are available for public inspection during regular business hours. PROCEEDINGS OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NEBRASKA Tuesday, February 10, 2026, 7:00 p.m. The Mayor called the regular meeting to order at the Cultural Center at 110 W Third Street in Wilber, Nebraska at 7:00 p.m. The meeting notice was published in the Wilber Republican on January 28, 2026. The following were present. Mayor Roger Chrans, Councilmember Kent Linhart, Tim Lempka, Allen Brozovsky and Randy Sasek, City Attorney Tad Eickman, City Treasurer Melissa Beeman, Water/WWTP Operator Jason Ripa, City Superintendent Tim Krivohlavek, Amy Hausman with the Wilber Republican, Jerrod Zoubek, Saline Co Deputy Matt Baumann, Jordan and Kelsey Fikar. Absent was City Clerk Lori Rezny. The Mayor stated that the open meetings act is posted in the meeting room and is available for public inspection. Roll call shows four Councilmembers are present. The Mayor called for recognition of visitors if anyone in attendance wishes to address the Council. The following motions were moved, seconded and approved by unanimous roll call vote. 1) Approved the minutes of the January 13, 2026, meeting and claims as presented. 2) The Mayor brought forth information regarding the Zoubek Addition current road construction, in-place water main and future sewer main design. Councilmember Randy Sasek, Mayor Chrans and City Superintendent Tim Krivohlavek have had a phone conversation with Brian Schuele with Olsson to clarify a few things regarding the road construction and the in-place 4” water main and future sewer main design. Shayne Huxoll with Olsson has looked at the road construction and informed Jerrod Zoubek that drainage ditches need to be dug, and Jerrod has acknowledged that the ditches need to be completed. Jerrod Zoubek explained that the final grading of the road will be a work in progress as each lot is developed and culverts are added. Also, the City contacted Dana Peterson with Frontwater Engineering regarding this matter. Councilmember Sasek suggested that the City hire Dana Peterson to do flow tests at the end of the flushing hydrant valve and check flow and pressure testing on the in-place 4” water main. Dana will then be able to give the City a hydraulic analysis based on flow demands and pressure requirements for meeting minimum standards and if that comes back with any issues, then at that point, the City will have to address a different option with the developer, Jerrod Zoubek regarding the in-place 4” water main. After further discussion, Brozovsky moved and Lempka seconded to rescind the motion made at the November 11, 2025 meeting that “no further building permits will be issued for construction of structures in the Zoubek Addition until all water, sewer and street construction are engineered and completed as set forth in the City of Wilber Zoning Regulations, all required state permits are received, and all issues are resolved to the City Council’s satisfaction”. Roll call vote. Yes. Linhart, Brozovsky and Lempka. Abstain. Sasek. No. None. Motion carried 3-0. 3) Approved to have the City hire Dana Peterson with Frontwater Engineering to do the testing required to give a hydraulic analysis based on flow demands and pressure requirements of the in-place water main to ensure the City that the in-place 4” water main is satisfactory. 4) Approved the annual generator inspection at a cost of $5270.00. 5) A bid was received from Hein Construction for armour coat and patch of some streets. Approved to authorize Tim Krivohlavek to hire Hein Construction for street armour coat and patch up to a cost of $30,000.00. 5) Tim Krivohlavek would like to continue doing some power line replacement and maintenance. After some discussion, Council approved to hire Premier Power to do power line replacement and maintenance up to $125,000.00 in labor costs. 6) Approved purchasing supplies up to a cost of $60,000.00 for the power line replacement project. 7) Tim Krivohlavek reported that when the substation repairs were done approximately two years ago, they did not replace the structure above the substation, so it is original to the 1960’s. New fuse holders, air gap switches, wiring, lightning arresters etc.., from substation to the 34.5 line will be replaced. While this is being repaired the City will have to generate power. Approved to hire Premier Power to do the substation rebuild at a cost not to exceed $10,000.00 in labor costs. 8) Approved to reappoint Stephanie Hroch to the Wilber Care Center Board for a 5-yr term to December 31, 2030. 9) Approved the annual Library report for 2025. 10) Approved to go into closed session to prevent needless injury to the reputation of individuals and such individuals have not requested a public meeting for the purpose of city personnel wage negotiations. Those in the closed session were Mayor Chrans, Councilmembers Linhart, Lempka, Brozovsky and Sasek. The Mayor restated the purpose of the closed session is city personnel wage negotiations. The Mayor and Council went into closed session at 7:45 p.m. The doors of the meeting room were opened at 8:22 p.m. No formal action was taken during the closed session. Approved to come out of closed session at 8:22 p.m. In open session, approved pay increases of 7% for Lori Rezny, 9% for Melissa Beeman, 17.5% for Tyler Stohs, and 5% for all other full-time city employees retroactive to January 1, 2026. Also included in the motion is to increase the pay beginning January 2027 for Mayor to $8000 annually and Councilmembers to $4500 annually. Other items of business discussion were. Saline Co Sheriff’s Deputy Matt Baumann presented the monthly Sheriff’s report. Tim Krivohlavek presented information on the following agenda items. Regarding the 2.5% increase from Norris Public Power, the City will wait until we get the February 2026 bills from Norris & WAPA before determining if an increase is necessary. The installation of the control panel on the generator that was approved by Council in September 2024 was not done at that time, but the company will honor the original quote so it will still be under $30,000.00 as previously quoted. Craig Vyhnalek reported that himself, Tim Krivohlavek and Mayor Chrans went through the city’s insurance policies line by line and found some properties and values that need to be addressed along with equipment and vehicle updates. Craig will report back to the Council next month on recommendations. Regarding the possible purchase of a generator for the Fire Hall, the City will advertise for bids for a 50 KBA Generator and may take action at an upcoming meeting. Mayor Chrans had discussion regarding a possible future building code inspector once the City’s Comprehensive Plan is updated. Also, the Mayor has been approached about a possible dog run on City property near the City’s Wastewater Plant, interested parties are trying to obtain grant funds for this potential project.
