SECTION 001116 INVITATION TO BID PART 1 - GENERAL 1.1 PROJECT INFORMATION A. Notice to Bidders: Qualified bidders are invited to submit bids for the Project as described in this Document according to the Instructions to Bidders. B. Project Identification: Saline County Office Annex - Former Jail Building Renovation. 1. Prochaska & Associates’ Project Number: 250204 2. Project Description: Project consists of complete interior renovation of the former Sheriff’s Offices and County Jail structure, with limited structural alterations. The exterior will also have limited modifications consisting mostly of removal and replacement of windows. The State Historic Preservation Office (SHPO) has provided preliminary acceptance to this level of modification, and the County wishes to receive the full tax credit available. There will be new plumbing, HVAC and new interior electrical power and lighting systems which utilize existing building boiler and power. F. Construction Contract: Bids will be received for the following Work: 1. General Contract (all trades). 1.2 BID SUBMITTAL AND OPENING A. Owner will receive sealed bids until the bid time and date at the location indicated below. 1. Bid Date: Tuesday, January 20, 2026. 2. Bid Time: 11:00 a.m. local daylight savings time, as an Agenda item in the regular Commissioner’s Meeting. 3. Location: The County Commissioner’s Boardroom, Second Floor of the Courthouse, 204 South High Street, Wilber, Nebraska 68465. B. Bids will be thereafter publicly opened and read aloud during the Board Meeting. 1.3 BID SECURITY A. Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. 1.4 PREBID CONFERENCE 1. A Prebid conference for all bidders will be held at the First Floor County Meeting Room, in the Courthouse, 204 South High Street, Wilber, Nebraska 68465, on Tuesday, December 17, 2025, 2:00pm. A tour will be conducted thereafter of the former Jail facility, for interested parties. While attendance is not mandatory, prospective Bidders are highly encouraged to attend. 2. Prospective Bidders may also contact Dan Johnson (Maintenance Supervisor) by calling 402-821-7215 to schedule a separate time for a site visit. 1.5 DOCUMENTS A. Bidders shall examine carefully all contracts, documents and data provided for them on file. No plea of ignorance of the requirements of the contract documents will be accepted as a basis for any claim whatsoever for extra compensation. B. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work.
