RESOLUTION NUMBER 2025-01 WHEREAS, stray, feral, unowned, and orphaned cats ("Community Cats") can be a source of diseases and viruses to both humans and other animals; and WHEREAS, in May of 2023, the Beatrice Humane Society opened a low-cost spay and neuter clinic; and WHEREAS, the Village of Dewitt and the Beatrice Humane Society desire to partner together to implement a Trap, Vaccinate, Neuter, Return ("TVNR") Program to address the Community Cat issue within the Village of Dewitt; and WHEREAS, the Village of Dewitt and the Beatrice Humane Society desire to partner together to provide the most humane and only effective population control method for outdoor cats; and WHEREAS, the Village of Dewitt commits to participating in Trap, Vaccinate, Neuter, Return ("TVNR") as the only method of Village directed or approved cat population management. All other attempts at population control that are will be discouraged and reported to appropriate law enforcement for investigation and charges if warranted; and NOW, THEREFORE, BE IT RESOLVED BY THE CHAIRMAN AND THE VILLAGE BOARD OF TRUSTEES OF THE VILLAGE OF DEWITT, NEBRASKA: SECTION 1. That the Chairman and Village Clerk are hereby authorized to execute the Agreement between the Village of Dewitt, Nebraska and the Beatrice Humane Society, Inc., a Nebraska Nonprofit Corporation, to partner together to implement a TVNR program to address the Community Cat issue within the Village of Dewitt. A copy of the Agreement, marked as Exhibit "A", is attached hereto and incorporated by reference. SECTION 2. That all resolutions or parts of resolutions in conflict herewith are hereby repealed.
