RESOLUTION NO. 2023-11 WHEREAS, certain payroll payment and other recurring monthly expenses are required to be paid within certain time frames to maintain good financial ratings and customer relations with the city’s creditors, employees and residents of the Village, and WHEREAS, it is advisable and necessary that the Village Clerk/Treasurer be authorized and directed to make such regular payments prior to approval of the Village Board of Trustees, and WHEREAS, if such payments are made prior to the next regular Board Meeting, the Chairman and Board of Trustees shall approve and affirm such payments at the next regular council meeting. NOW THEREFORE, BE IT RESOLVED BY THE CHAIRMAN AND VILLAGE BOARD OF TRUSTEES OF THE VILLAGE OF DEWITT, NEBRASKA THAT; 1. The Village Board of Trustees finds that to meet the Village’s obligations to punctually pay all approved bills for utilities, payroll, taxes, and service bills, the Village budgetarily approved for each fiscal year, it is necessary to issue and deliver checks and payment to such providers prior to the formal approval of any bill or claim by the Village Board of Trustees. 2. To facilitate meeting these obligations for payment, the Village Clerk/Treasurer may authorize payment of all such utility, payroll, taxes, and service bills to the providers, provided that the Village Clerk/Treasurer determines that the amount of such payment, when added to previous payments or distributions for the same use during the current fiscal year, does not exceed the sum appropriated by the Village Board of Trustees for the utilities, payroll, taxes and services for that current fiscal year. 3. All previous Resolutions in conflict with the Resolution as they relate to the above-described locations are hereby revoked.
