PROCEEDINGS This is a synopsis of the Saline County Board of Commissioners’ November 17, 2015, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on November 17, 2015, by Chairperson, Janet J. Henning. Present were Marvin A. Kohout, Willis D. Luedke, Henning, Stephanie A. Krivohlavek and Tim McDermott, Commissioners, and Linda Kastanek, County Clerk. Deputy County Attorney Steve Reisdorff was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Henning advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda, with the addition of FEMA Culvert Project Bid Openings, Approved the minutes of the November 3, 2015 meeting; Under Citizens’ Forum, concerned citizens were present to discuss concerns over a dam being constructed near their properties; Heard Emergency Management Coordinator update the Board on upcoming scheduled trainings and workshops for local emergency responders and officials, including Hazardous Materials Awareness on January 21, Traffic Incident Management on January 27 in Western, NIMS 100-200-700-800 on February 3 in Dorchester, Severe Weather Seminar & Safety Day tentatively set for April 2 at Saline Center, and Senior Officials All-Hazards Preparedness Workshop on April 21; Fictum introduced Cole Dittmer, from Marshall County KS. He is job shadowing Fictum today; Discussed the county’s participant section of the draft Lower Big Blue-Little Blue NRDs All-Hazards Hazard Mitigation Plan and reviewed possible hazard mitigation projects for the next five years; Discussed someone to be a member of the NRIN (Nebraska Regional Interoperability Network); and nominated Henning for the NRIN Board; Discussed the Communications Upgrade; Fictum said he had been in touch with Jack Hart, and that a few tweaks were being done, and the system should be ready to go; At 10:33 a.m., took a short recess; At 10:50 a.m., reconvened; Approved the Clerk of District Court Report of Fees for October in the amount of $3,574.00; Accepted the County Treasurer’s Certification of Distress Warrants presented to the County Sheriff for collection, totaling $39,630.30; Approved the County Wellness Coordinator Contract for a term of six months; Appointed Union Bank and Trust Company as the Disclosure Dissemination Agent on the 2012 and 2014 bond issues, and the County Clerk will serve as the Disclosure Representative; Approved Resolution #2015-75, transferring $20,000.00 from the Emergency Preparedness Fund #2502, back to the Inheritance Fund #2700; Approved Resolution #2015-76, transferring $25,000.00 from the General Fund to the Building Fund as proposed in the Budget; At 11:00 a.m., closed bidding on FEMA Culvert Project C76(744); Bids were opened and read from VanKirk Brothers Contracting from Sutton NE; TCW Construction from Lincoln NE; HR Bookstrom Construction Inc. from Lincoln NE; JJK Construction from Lincoln NE; and K2 Construction from Lincoln NE. At 11:07 a.m., closed bidding on FEMA Box Culvert Project C76(745); Bids were opened and read from VanKirk Brothers Contracting from Sutton NE; TCW Construction from Lincoln NE; HR Bookstrom Construction Inc. from Lincoln NE; JJK Construction from Lincoln NE; and K2 Construction from Lincoln NE. At 11:15 a.m. closed bidding on FEMA Culvert Project C76(748); Bids were opened and read from VanKirk Brothers Contracting from Sutton NE; TCW Construction from Lincoln NE; HR Bookstrom Construction Inc. from Lincoln NE; JJK Construction from Lincoln NE; and Geneva Engineering Inc. from Geneva; Highway Superintendent Filipi thanked all the bidders and stated that he would review all of the bids and come back in two weeks with a decision on each of the projects; Approved Resolution #2015-77, adding Project C76(754) to the 1 and 6 year road plan; Approved a Request to Occupy ROW from Windstream to bury communications cable on County Rd T in Section 3-5-3; Approved an engineering agreement from Speece Lewis Engineers for FEMA bridge project C7602505; Approved a second engineering agreement from Speece Lewis Engineers for FEMA bridge project C76023825; Approved a Request to Occupy ROW from Dan Keller to bury electric cable in Section 14-6-4; At 11:38 a.m., entered into Executive Session; during closed session the Board would be discussingGA#2015-7 and personnel issues; At 12:15 p.m., exited Executive Session; during closed session, the Board discussed GA#2015-07 and personnel issues, no action was taken; Heard report of receiving the agenda for the Five Rivers RC&D meeting on the 19th and minutes from their September 17th meeting; a NIRMA Assist grant check for the Road Department in the amount of $1,449.00; the Saline County Historical Society minutes from their November 1st meeting; the agenda for the Public Health Solutions meeting on November 19th meeting and minutes from their August 20th meeting; the agenda for Blue Valley Community Action meeting on November 17th, and the minutes from their October 20th meeting and various activity reports; minutes from the Warren Memorial Hospital District meeting; the agenda for the Southeast Nebraska Resource Network meeting on November 19th; the agenda for Aging Partners Advisory Council meeting on November 17th; and the SENDD meeting notice, agenda for the November 19th meeting and minutes from their October 15th meeting. Heard reports of attending a Safety Committee meeting, where they discussed a spring training session; a meeting with Friend City Council on their paving district; and a Wellness Committee meeting, where they discussed the Health Fair coming up in February; a meeting with the door and window contractors; a two day Regional Coalition meeting in Lincoln; a Wellness Committee meeting; and coming up, County Government Day, a SENDD Executive meeting; a building committee meeting; a Blue Valley Community Action meeting; an RC&D meeting; a meeting with the contractors; a Union meeting and a performance review this afternoon; Approved the claims with the addition of an insurance billing for $11,294.00 for NIRMA;
