PROCEEDINGS OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NEBRASKA TUESDAY, OCTOBER 28, 2025, AT 5:30 P.M. Mayor Chrans called the special meeting to order at the Cultural Center at 110 W Third Street in Wilber, Nebraska on Tuesday, October 28, 2025, at 5:30 p.m. The following were present. Mayor Roger Chrans, Councilmembers Randy Sasek, Kent Linhart, Tim Lempka and Allen Brozovsky, City Clerk Lori Rezny, City Treasurer Melissa Beeman, Water/WWTP Operator Jason Ripa, City Superintendent Tim Krivohlavek and City Attorney Tad Eickman. The Mayor stated that the open meetings act is posted in the meeting room and is available for public inspection. Roll call shows four Councilmembers are present. The Mayor called for recognition of visitors if anyone in attendance wishes to address the Council. No one addressed the Council. The purpose of the meeting is discussion / action on Zoubek addition infrastructure including sewer, water and street. Brozovsky moved and Linhart seconded to go into closed session for the protection of the public interest regarding a strategy session on Zoubek addition infrastructure including sewer, water and street. Motion carried 4-0. The Mayor restated the purpose of the closed session is a strategy session on Zoubek addition infrastructure including sewer, water and street. The Mayor and Council went into closed at 5:32 p.m. Linhart moved and Lempka seconded to come out of closed session at 6:19 p.m. Motion carried 4-0. Sasek moved and Brozovsky seconded to direct City Attorney Tad Eickman to contact an engineer to investigate for the City the construction and installation of the 4” water line to determine if it meets the necessary requirements for a water main and to investigate the construction of the road into the Zoubek subdivision to determine if the required standards are met. The cost of the engineering studies will be assessed to the developer Jerrod Zoubek. Motion carried 4-0. Meeting adjourned 6:21 p.m. WR — November 19, 2025 ZNEZ
