PROCEEDINGS OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NEBRASKA Tuesday, January 14, 2014 7:30 p.m. Mayor Chrans called the regular meeting to order at the Cultural Center at 110 W Third Street in Wilber, Nebraska at 7:30 p.m. The following were present. Council members Randy Sasek, Kent Linhart and Tim Lempka. Also present was City Attorney Tad Eickman, City Clerk Lori Rezny, City Treasurer Gail May, Police Chief Steve Sunday, City Superintendent Mike Pospisil, Water/Wastewater Operator Jerry Petracek and newly appointed Councilmember John Beck. Wilber Fire & Rescue Dept. members Craig Vyhnalek, Tyler Havel and Scott Havel arrived at 8:05 p.m. The Mayor stated that the open meetings act is posted in the meeting room and is available for public inspection. The Mayor then called for recognition of visitors if anyone in attendance wishes to address the Council. No one made comment at this time. Motions were made, seconded and approved on the following items of business. 1) Sasek moved and Lempka seconded to approve the consent agenda including the minutes of the December 3, 2013 and December 18, 2013 meetings and claims as presented. Motion carried 3-0. 2) Ordinance #908 was read by title. Linhart introduced Ordinance #908 providing for the increase in employee wages as approved at the January 8, 2013 meeting to become effective January 1, 2014 and moved that the statutory rule requiring reading on three days be suspended. Councilmember Lempka seconded the motion to suspend the rules. Motion carried 3-0. 3) Lempka moved for passage of Ordinance #908. Publishing this ordinance in The Wilber Republican one time in pamphlet form, which motion was seconded by Councilmember Sasek. Motion carried 3-0. Newly appointed Councilmember John Beck was sworn into office by City Attorney Tad Eickman. 4) Sasek moved and Linhart seconded to direct SENDD (Southeast Nebraska Development District) to proceed with community needs assessment survey and application for a home owner occupied housing rehabilitation grant application for 2014 for the City of Wilber. Motion carried 4-0. 5) Discussion was held in regards to electric rates. The City of Wilber’s last electric rate increase was February 2012. After some discussion Lempka moved and Linhart seconded to approve a 3% increase in all electric rate classes. Motion carried 4-0. The Ordinance changing the electric rates will be adopted at the February 2014 meeting. 6) Discussion was held regarding the Agreement for the Provision of Limited Professional Services with Miller & Associates, Consulting Engineers P.C. for a water main replacement project for the City of Wilber. After some discussion Sasek moved and Beck seconded to approve the Agreement for the Provision of Limited Professional Services between the City of Wilber and Miller & Associates, Consulting Engineers, P.C. for the water main replace project for the City of Wilber. Motion carried 4-0. 7) Craig Vyhnalek with the Wilber Fire and Rescue Dept. stated that the Dept. has had four new members join in the last few months therefore they are making a request to allow for the purchase of equipment for new members and additional radios for the officers. Two members of the Hallam Fire & Rescue Dept. have left the Hallam Dept. and joined Wilber’s Dept. since they now live in Wilber. The Hallam Fire Dept. has agreed to sell the member’s bunger gear to the City of Wilber for $500 per set. They would also like to purchase 2 or 3 more pagers for new members and to have a spare for when one is sent for repairs, the cost of pages is approximately $430 each. Craig also stated that the Dept. would like to purchase 3 new handheld radios for Dept. Officers and pass the older radios down to other members. The cost of the new radios is approximately $525-$550 each. He also stated that Crete Fire Dept. will be selling some surplus 3” supply line hose for $100 per roll but the Dept. has not yet decided for sure if they will be purchasing a few links of this hose. Sasek moved and Linhart seconded to approve the 2 sets of bunker gear, the radios and pagers. Motion carried 4-0. Craig also stated that they will replace some of the helmets but the Dept. will pay for those out of their donations and funds the City pays them for rescue calls. Craig also gave the Mayor and Council a list of the Dept.’s new Officers. The Dept.’s membership is at 47 now. Reports were given by Dept. Heads. Jerry Petracek reported on repairs that need to be done at the pool bath house. After some discussion it was agreed to have Jerry get estimates for the repairs to the bath house and for possibly sandblasting and painting the pool depending on the cost estimates. Jerry also reported on an issue with water level fluctuations in Well #6 during the summer time. It was agreed to have a Water Level Probe installed at an approximate cost of $2500 in this Well to prevent the problems caused by the water level fluctuations. Mike Pospisil reported on drawing up specs to bid out a new sewer machine because the sewer machine the City has now is in need of being replaced. The City has in the budget the purchase of a new sewer machine. 8) Lempka moved and Linhart seconded to go into closed session at 8:32 p.m. for the purpose of contract negotiations and discussion of Police Dept. strategies. Roll call vote. Yes. Beck, Linhart, Lempka and Sasek. No. None. Motion carried 4-0. The Mayor repeated the purpose of the closed session is for contract negotiations and discussion of Police Dept. strategies. The Mayor and Council went into closed session at 8:32 p.m. 9) Sasek moved and Lempka seconded to come out of closed session at 9:24 p.m. Roll call vote. Yes. Beck, Linhart, Lempka and Sasek. No. None. Motion carried 4-0. No action was taken during closed session.
