OFFICIAL PROCEEDINGS This is a synopsis of the Saline County Board of Commissioners’ September 20th, 2016, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s Office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:33 a.m. on September 20th, 2016, by Chairperson, Marvin A. Kohout. Present were Kohout, Stephanie A. Krivohlavek, Willis D. Luedke, and Tim McDermott, Commissioners, and Daryl Fikar, County Clerk. Deputy County Attorney Steve Reisdorff was present between court commitments. Commissioner Janet J. Henning was absent. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three County newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the September 6th, 2016 regular meeting; Under correspondence, heard reports of receiving the Region V Governing Board Sept. 12th agenda, as well as their June 13th meeting minutes and their September 6th Advisory Committee meeting minutes, the August 18th meeting minutes from Public Health Solutions, the September 15th meeting agenda and August 18th meeting minutes from SENDD, as well as their Executive and Budget Committee meeting minutes, the September 26th meeting agenda from Saline County Aging Services, Aging Partners Areawide Advisory Council September 22nd meeting agenda, and a notice from Lancaster County that they will be billing Saline County for a general assistance request that they had granted to a former Saline County resident that does not meet their residency requirements; Under report of officials, heard reports of attending an Ag Society (Fair Board) meeting, a meeting with Windstream concerning a possible new phone and internet system, the Southeast District NACO conference, checking on tax foreclosed properties, a Veterans Service meeting, a SENDD eBoard meeting where they heard that the Executive Director had resigned and an interim director had been appointed, a CURB Coalition meeting and a Regional Coalition meeting. Coming up, a meeting at the Geneva Public Library where they will present information on the death penalty referendum that will be on the November ballot, a Planning and Zoning meeting tonight, a Wellness Committee meeting on September 26th, and a courthouse construction meeting on September 27th; Approved the Sheriff’s Report of Fees for August, showing Writ Fees, $1559.00; Mileage, $1,411.75; Inspections, $590.00; Gun Permits, $50.00 and Miscellaneous, $30.00; totaling $3,640.75; Approved the County Clerk’s Report of Fees for August in the amount of $10,044.22, Heard a report to the Board concerning the progress that has been made in finding a new phone and internet system and provider for the courthouse, jail, Aging Services and Extension Office. After comparing Unite Private Networks, Allo and Windstream, approved requesting and signing a contract with Windstream; Opened the public budget hearing; Brian Blobaum, CPA, explained the budget process, noting that there will be a 4.28% increase in the general fund and a 0% increase in the bond funds. The tax request for 2016-2017 is $6,966,784.00 compared to $6,680,500.00 last year. The general levy will be .275030 compared to .263820 last year. This is due to the .49% increase in valuation; The jail bond fund is the same as last year at $420,146.00 with the bond levy at .018345 compared to .018435 last year; The courthouse bond fund is the same as last year at $247,860.00 with the bond levy at .010823 compared to .010876 last year; Closed the Public Hearing; Approved Resolution #2016-41, adopting the budget and appropriations; Opened the Special Hearing, requesting a different tax dollar amount for the property tax asking from last year. Blobaum stated that last year’s tax asking was $6,680,500.00 and this year it is $6,966,784.00, which is an increase in the general fund. Closed the Special Hearing; Approved Resolution #2016-42, resolving to set the 2016-2017 General Fund property tax request at $6,298,778.00, the Jail Bond Fund property tax request at $420,146.00 and the Courthouse Bond Fund property tax request at $247,860.00. Approved change order #4 to the courthouse addition. The changes include installing a vehicle sensor in the driveway to the sally port, additional millwork in the County Attorney’s Office, replacement of the parking lot on the west side of the courthouse, additional wood trim in the County Courtroom, conversion of a planned mailroom into an office, changing the location of an electrical panel, electrical and ductwork changes in the court reporters office, installation of a conduit to facilitate an antenna connection to the roof and adding a drop power pole in room #124 to make electrical power available to a desk that is not against a wall. The total amount for these changes is $130,065.00; At 10:40 a.m., recessed; At 11:00 a.m., reconvened; Received no bids for a dump truck for the Roads Department; Declared property as surplus, a 1994 GMC ½ ton pickup and a fiberglass topper, which will be taken to the state auction; Approved Van Kirk Brothers Contracting for the Crete Airport Culvert Project with a bid of $56,896.00; Discussed the process for appointing a replacement for the Clerk of the District Court; Entered Executive Session to discuss general assistance requests numbered 2016-07 and 2016-08, and a property concern; Exited Executive Session; Denied general assistance request #2016-07, approved general assistance request #2016-08 for rent in the amount of $1,502.12.
