OFFICIAL PROCEEDINGS This is a synopsis of the Saline County Board of Commissioners’ September 6th, 2016, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s Office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:33 a.m. on September 6th, 2016, by Chairperson, Marvin A. Kohout. Present were Kohout, Willis D. Luedke, Janet J. Henning and Tim McDermott, Commissioners, and Daryl Fikar, County Clerk. County Attorney Tad Eickman was present between court commitments. Commissioner Stephanie A. Krivohlavek was absent. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three County newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the August 23rd, 2016 regular meeting; Under correspondence, heard reports of receiving the July 28th meeting minutes and August 25th agenda from 5 Rivers RC&D, the August 21st meeting minutes from the Saline County Historical Society, and a dividend check for $27.88 from Reinsurance Group of America; Under report of officials, heard reports of attending an LEPC meeting at Homestead National Monument, a courthouse construction meeting, an Employee Handbook Committee meeting, a NIRMA Board meeting, a Behavioral Health Advisory Committee meeting, investigating two road complaints, heard a list of change orders for the courthouse addition and a report that the extra windows needed for the addition could take up to 29 weeks to receive, due to the manufacturer’s schedule; Approved the Clerk of the District Court’s report of fees for August in the amount of $2,709.75; Commissioner Krivohlavek called in at 9:54 to be involved in the following presentation; Corey Steel, State Court Administrator for the Nebraska Supreme Court presented information to the Board concerning an option for them to consider pertaining to the Clerk of the District Court position. It is his opinion that eventually the State of Nebraska will require all counties in the state to combine their County Courts and District Courts under one Administrator, and that the situation in Saline County could provide for that possibility prior to it being required. He stated that the advantages to this would be financial, as the state would then be responsible for the District Court staff salary. Neither County Court Judge Bauer or District Court Judge Johnson had any objection to this plan. Ex-Clerk of the District Court Joyce Wusk informed the Board that there is more responsibility to the position than they may realize, and expressed doubts about one person being able to handle the administration of both courts. Daryl Wusk expressed doubts about the legality of making such a change, due to the population of Saline County, and the fact that the County has a true Clerk of the District Court, and not an ex-officio. At 10:54 a.m., recessed; At 11:05 a.m., reconvened; Closed bidding on the Crete Airport culvert project; Bids were opened and read from VanKirk Brothers Contracting from Sutton NE; High Plains Enterprises from Martell, NE; TCW Construction from Lincoln NE; Yong Construction from Valley, NE and Collins Contracting Co., Inc. of Wahoo, NE. The bids are placed on file and are of public record in the Commissioners’ Journal as attachment numbers 1, 2, 3, 4 and 5 to these minutes. The bids will be reviewed and awarded at 11:00 on September 20th; Signed a contract with Herbst Construction to construct a bridge for Wilber SW Project #C007603625, which had been approved during the August 9th meeting; Approved a contract with Speece-Lewis for observation of construction on Wilber SW Project #C007603625; Heard that the next tire clean-up will be on September 9th, 10th and 11th at Saline Center, and that Saline County has been approved to collect up to 250 tons of tires; Approved the County Treasurer’s Certification of Distress Warrants presented to the County Sheriff for collection, totaling $26,193.80; Heard that the EMPG grant from NEMA has been increased due to operating expenses being submitted on the application. The grant increased from $14,106.94 to $18,206.94; Approved Resolution #2016-36, transferring $120,000.00 from the General Fund to the Roads Fund, to be reimbursed when funds are available; Approved Resolution #2016-37, transferring $10,000.00 from the General Fund to the Reappraisal Fund as proposed in the budget; Also present were Dan Drake and David McCracken of the Friend Community Healthcare Board. Drake and McCracken informed the Board that, during the last inspection by the Fire Marshall, the hospital was informed that they would be required to replace the back-up generator and all associated wiring. They do not yet have all of the bids, but the work is estimated to cost between $600,000.00 and $900,000.00. Therefore, they are requesting that the Board increase their final levy allocation for 2016 from $154,220.00 to $200,000.00; Approved Resolution #2016-39, rescinding Resolution #2016-35, which set the final allocation for 2016 and was approved on August 23rd; Approved Resolution #2016-340, setting the final levy allocation for 2016, modifying the levy rate for the Friend Community Healthcare District; Heard that the building which houses the radio equipment under the tower at Saline Center does not have an air conditioner and that an A/C unit will cost between $2,500.00 and $3,000.00, not including the needed electrical work; Heard that, once the courthouse addition is complete, security personnel to man the checkpoint and secure the building will cost approximately $150,000.00, including training, equipment and salaries. A search for qualified officers will begin immediately; Heard that the transmission in one of the County Road Department’s pickups is starting to slip, and that a replacement vehicle has been found that could be purchased for $15,000.00; After a discussion with the County’s CPA, considering these additional costs, the Board debated raising the levy rate by 1.25 cents, or 4.7%. This would raise an additional $286,000.00, reducing the amount needed to be transferred from the inheritance fund and maintaining necessary cash reserves. The CPA will return at 10:00 a.m. on September 20th for the final budget discussion and approval. There being no further business to come before the Board, the meeting was adjourned at 3:17 p.m. The next meeting will be on September 20th, 2016, at 9:30 a.m. in the Saline County Commissioners’ Room, Courthouse, Wilber, NE.
