OFFICIAL PROCEEDINGS This is a synopsis of the Saline County Board of Commissioners’ October 18th, 2016, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s Office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:53 a.m. on October18th, 2016, by Chairperson, Marvin A. Kohout. Present were Kohout, Stephanie A. Krivohlavek, Janet J. Henning, Willis D. Luedke, and Tim McDermott, Commissioners, and Daryl Fikar, County Clerk. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three County newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda with the addition of approval of the Saline County Visitor’s Committee tourism grants, approval of the Sheriff’s report of fees for September and the consideration of approval of burial assistance application #2016-06; Approved the minutes of the October 4th, 2016 regular meeting; Heard concerns of Maintenance Superintendent Dan Johnson of the storage areas on the 4th floor and how they will be affected by the courthouse addition; Heard a monthly update by Emergency Management Director John McKee; Heard a presentation by New York Life representative Dan Holden concerning supplemental life insurance for Saline County employees; Under correspondence, heard reports of receiving the September 22nd meeting minutes from RC&D, the SENDD October 20th meeting agenda, an insurance refund check from NIRMA for $19,657.00, from Blue Valley Community Action, their October 18th meeting agenda, their August 16th meeting minutes, their October report to the Board of Directors and their August and September news clippings. Also received were the Public Health Solutions October 20th meeting agenda and the minutes of the September 26th full board meeting of Saline County Aging Services; Heard reports of attending the Legislative Conference in York on October 13th, the NIRMA Self Defense conference in Kearney on October 6th and 7th, making a presentation to the grassroots organization of Crete High School, a walk-through of the courthouse addition with the architects, contractors and Wilber Fire Department members, a walk-through of the new BVCA building in York, investigating two road complaints, a CURB Coalition meeting and, coming up, a BVCA meeting tonight, a PHS meeting on Thursday, a CASA Board meeting next Monday, a Planning and Zoning meeting tonight, a mutual aid meeting tomorrow, a Saline County Aging Services Executive Board meeting next Monday, CPR training on October 27th, a SENDD Executive meeting on Thursday, a site inspection and telephone conference with Windstream and a Wellness Committee meeting next Tuesday; At 10:42 a.m., recessed; At 10:54 a.m., reconvened; Closed the bidding for road projects C-76 (743), C-76 (749) and C-76 (750); Bids were opened and read from Tim Sisco Construction, LLC of Firth, NE ((C-76 (749) and C-76 (750)), Geneva Engineering, Inc. of Geneva, NE ((C-76 (743)) Gana Trucking and Excavating, Inc. of Martell, NE (all projects) VanKirk Brothers Contracting from Sutton NE; (all projects) High Plains Enterprises from Martell, NE (all projects) Malone Construction, Inc. of Douglas, NE (all projects) and Husker Engineering (Husker Grading) of Burwell, NE (all projects). The bids are placed on file and are of public record in the Commissioners’ Journal as attachment numbers 1, 2, 3, 4, 5, 6 and 7 to these minutes; Approved a request to occupy right of way to install fiber optic cable between Crete and Wilber; Approved resolution #2016-48, providing for a contract between Saline County and the Nebraska Department of Roads to perform fracture critical bridge inspections; Approved the Clerk of the District Court’s report of fees for September in the amount of $6,877.20; Discussed how to handle the new ruling pertaining to exempt (salaried) employees. On December 1st, the ruling changes the amount of salary an employee must make to be considered exempt from overtime. The Board asked that the County Clerk determine which employees will be affected and invite them for a discussion at the next Board of Commissioners meeting on November 1st; Approved the Sheriff’s Report of Fees for November, showing Writ Fees: $2,140.00; Mileage: $1,757.50; Inspections: $510.00; Gun Permits: $100.00; and Miscellaneous: $1.50; totaling $4,509.00; Approved the Saline County Visitors Committee Promotion Fund Grant recommendations of $350.00 to McIntosh Ministries of DeWitt, $2,000.00 to the Saline County Historical Society and $1,000.00 to the Western Community Club; Approved change order #5 to the courthouse addition, allowing for $8,016.70 for additional blocks for the exterior of the building. The amount of blocks required was miscalculated during the design phase, so the architect is absorbing the 7% penalty for the change order; Approved Resolution #2016-47, transferring $125,000.00 from the General Fund to the Road Fund, to be reimbursed when funds become available; Approved the Performance Measures for September 2016 report, concerning child support enforcement in Saline County; Postponed a decision on burial assistance application #2016-06 pending the gathering of information concerning the financial status of the deceased;
