OFFICIAL PROCEEDINGS This is a synopsis of the Saline County Board of Commissioners’ July 26th, 2016, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s Office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:33 a.m. on July 26th, 2016, by Chairperson, Marvin A. Kohout. Present were Kohout, Willis D. Luedke, Janet J. Henning, Tim McDermott and Stephanie A. Krivohlavek, Commissioners, and Daryl Fikar, County Clerk. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the July 12th, 2016 meeting; Under report of officials, Emergency Management Director John McKee reported to the Board that he has met with all of the cities, towns and villages in Saline County except for Dorchester and DeWitt, with plans to meet with them during August. He informed the Board that the lights on the communications tower southwest of Wilber have been repaired and are now working correctly. Also, there has been a communications failure between NEMA and FEMA concerning the debris management program, which would fund large item garbage pick-up, so this program has been delayed; Received the annual report and budget request from the Saline County Ag. Society; Approved an interlocal agreement with Southeast Nebraska Adult Drug Court; Received the annual report and budget request from the Southeast Nebraska Adult Drug Court; Approved the new County flag and seal submitted by the Identity and Marking Committee; Approved an interlocal agreement with the City of Crete to form an administrative committee to oversee the procurement or possible construction of a community building containing a library, storm shelter and playground/park; Heard from representatives of Northwestern Mutual Insurance that the health surveys done earlier this summer revealed that the County is already subscribed to the best insurance plan available; Closed the bidding on Wilber SW bridge project #C007603625; Bids were opened and read from Simon Contractors Company of North Platte, NE, JJK Construction of Lincoln, NE, KEA Constructors of Milford, NE, A.M. Cohron & Son, Inc. of Atlantic, IA, Dixon Construction Co. of Correctionville, IA and Herbst Construction of Le Mars, IA. The bids are placed on file and are of public record in the Commissioners’ journal as attachments #1, 2, 3, 4, 5 and 6 to theses minutes. The bids will be reviewed and a decision will be reported during the August 9th meeting; Received the annual report and budget request from Saline County Area Transit; Approved a minor subdivision in part of the NW ¼ of section 23-8-3; Denied the motion to rescind an alteration to an employee’s health insurance exempt status; Approved the Sheriff’s Report of Fees for November, showing Writ Fees: $1,931.00; Mileage: $1,470.50; Vehicle Inspections: $430.00; Gun Permits: $70.00; and Miscellaneous: $24.00; totaling $3,925.50; Approved the transfer of $44,539.52 from the Wireless Fund to the Wireless Set Aside Fund; Heard reports of receiving, from Public Health Solutions, their July 21st meeting agenda, their May 19th meeting minutes, their July 2016 Directors report, their 2015-16 expenditure report, their Statement of Financial Position, their May/June check register and their June 2016 Staff Activity Report, a $21.00 check from Vonage and a $3.00 check from Interface Security Systems, both for 9-11 surcharges, and the Southeast Nebraska Emergency Management Region August 4th meeting agenda. Present and speaking for Aksamit Resource Management were Rick Nelson and Jason Edwards. Members of the public that were present and speaking were Ken Smisek, Kimberly Fike, Linda Placek, Jim Jirsa, Sandy Pospisil, Jamie Girmus, Christina and Gary McClain, Steve Jirsa, Beth Horak, James Jirsa, Mike Pekarek, Jan Buzek and Bailey Horak. Concerns expressed by opponents of issuing the conditional use permit were low frequency noise, health effects, flickering during sunrise and sunset, lowering of land valuations, harm to wildlife, proximity to homes and land boundaries and the opinion that the towers are eyesores. Some opponents also suggested that Saline County re-visit their zoning regulations. There was also concern that the fact that only the landowners where the towers are placed are protected by the setbacks creates a class of people that are not protected, violating the 14th amendment. Proponents of the project noted that the tax benefits of the project will make more funds available for infrastructure maintenance and improvement within the County.
