OFFICIAL PROCEEDINGS This is a synopsis of the Saline County Board of Commissioners’ December 30, 2014, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on December 30, 2014, by Vice-Chairperson, Marvin A. Kohout. Present were Willis D. Luedke, Kohout, Richard D. Jiskra, and Tim McDermott, Commissioners, and Linda Kastanek, County Clerk. Commissioner Henning was absent. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the December 16, 2014 meeting; McDermott reported that he had spoken with Zach Pilfold and there will be a CASA informational meeting on January 15th at 7:00 p.m. at the Cultural Center in Wilber. They are looking for office space. Heard report of approving a Special Designated License for Tabor Hall; receiving a letter from Schulz and Associates, PC, CPAs; the newsletter from SENDD; a check from CareMark in the amount of $1.00; checks from Level 3 Communications for $13.00 and from Vonage for $19.00 for 9-11 surcharges; and a check for $193.20 from MetLife for insurance dividend; Heard reports of sitting in on a webinar for Next Generation 9-11; heard that the new vending machine has arrived and the others will be picked up on Monday; attending a meeting with a security card reader company and District Court; a Planning and Zoning meeting last week; a Wellness Committee meeting where they finalized plans for the annual health fair; an RC&D meeting in Steinauer; several building plan meetings; there will be a meeting this afternoon to finalize floor plans for the addition; and coming up, a County Coalition meeting in Crete with DHHS; a Regional Coalition meeting in Lincoln on Thursday; and a SENDD meeting where they are working on personnel policies. Senator-elect Laura Ebke visited with the Board about her upcoming term as Senator from our District. She addressed property tax issues, unfunded and underfunded mandates, more infrastructure and economic development; At 10:30 a.m., took a short break; At 10:55 a.m., reconvened; Approved a Request to Occupy ROW from LuAnn Beach, to bore electric line, located in the NW ¼ of Section 14-6-4, northeast of Wilber; Approved another Request to Occupy ROW from Norris PPD to bore an electric cable in located in Section 17-6-4, northwest of Wilber; Approved Resolution #2014-63, approving Pledged Securities with First State Bank Nebraska totaling $2,485,000.00 for the County Treasurer; Approved Resolution #2014-64, transferring $100,000.00 from the Inheritance Fund to the General Fund, to be reimbursed when funds become available; Approved Resolution #2014-65, transferring $42,000.00 from the General Fund to the Road fund as proposed in the budget; At 11:05 a.m., entered into Executive Session; during closed session, the Board would be discussing GA#2014-20 and GA#2014-21; Insurance and Personnel; At 12:57 p.m., exited Executive Session; during closed session, the Board discussed GA#2014-20, GA#2014-21, insurance and personnel; Recessed until 2:00 p.m. when the Board would be meeting with Terry Baxter, NIRMA Security Specialist to go over building plans and security issues; Reconvened the meeting at 2:00 p.m.; present were Terry Baxter, Luedke, Kohout, McDermott, Commissioner-elect Krivohlavek, Clerk of District Court, Joyce Wusk, Custodian, Dan Johnson, Highway Superintendent, Bruce Filipi, and County Clerk, Linda Kastanek; At 4:30 p.m., Kohout reconvened the regular meeting from the Court House addition meeting; present were McDermott, Luedke, Kohout and Kastanek, Jiskra and Henning were absent. Salaries and re-appointments for the appointed officials were discussed, approved the re-appointment of Highway Superintendent, Bruce Filipi; Assistant Highway Superintendent Billy Slezak; Bridge Foreman, Rick Korbelik; Weed Superintendent, Lyle Weber; Veterans’ Service Officer, Forrest Doyle; and Planning and Zoning Director, Lyle Weber for 2015, with a 2.4% salary increase; Re-appointed BJ Fictum as Emergency Management Director on a 90 day probation period with guidelines to be completed at the present salary, with salary to be determined after 90 days; There being no further business to come before the Board, the meeting was adjourned at 4:50 p.m. The next meeting will be on January 13, 2015, at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber NE.
