OFFICIAL PROCEEDINGS This is a synopsis of the Saline County Board of Commissioners’ April 8, 2014, regular meeting proceedings. A complete set of the proceedings is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and at our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on April 8, 2014, by Chairperson, Janet J. Henning. Present were Marvin A. Kohout, Willis D. Luedke, Janet J. Henning, Richard D. Jiskra, and Tim McDermott, Commissioners, and Linda Kastanek, County Clerk. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Henning advised those present of the open meetings law posted at the back of the room. The Board: Approved the agenda as presented; Approved the minutes of the March 25, 2014, meeting as presented; Heard report of receiving a letter from TransCanada informing the Board of changes in compensation for pipeline easements, and a copy of the letter being sent to landowners; a letter from the Merrick Foundation regarding Master Painter Todd A. Williams, who is painting a museum quality painting to represent each county in Nebraska; a check form Interface Security Systems for $1.00 for 9-11 surcharges; and a letter from National Insurance Services regarding the renewal amendment, decreasing the cost of the premium for the next two years; Heard reports of Board members attending a Region V meeting on April 2; County Government Day; the Severe Weather Seminar; a Communications Equipment meeting with the Sheriff; the Employee Recognition final meeting; the Workman’s Comp Seminar in Lincoln; an Aging Services meeting; a Fit for Work seminar with Madonna, an Emergency Management workshop with BJ Fictum; an Alcohol and Drug Coalition meeting; and coming up, the NIRMA Emergency Preparation seminar in Lincoln on Thursday. Approved the Return on Public Tax Sale report; At 10:10 a.m., closed bidding for auditor bids; Bids were opened and read from Schulz & Associates PC; the State Auditor’s Office; and Contryman Associates. After discussion, Henning stated that the Board would come back in two weeks with a decision; Tad Hunt, CEO of Crete Area Medical Center and Dr. Amy Vertin were present to discuss the Intercept Program and explain its success so far. They requested support from the county in the amount of $8,797.84 for the 2014-2015 budget; At 10:58 a.m., took a short break; At 11:20 a.m., reconvened; Highway Superintendent Bruce Filipi updated the Board on Road and Bridge crew projects, noting that they are still burying tree piles and replacing culverts. The West 13th bridge was discussed, and Filipi stated that the NEPA documents have been approved; Approved the County Clerk Report of Fees for March in the amount of $10,1l63.75; Approved the Clerk of District Court Report of Fees for March in the amount of $3,424.50; Approved the Sheriff’s Report of Fees for March, showing Writ Fees, $2040.00; Mileage, $1,789.35; Inspections, $600.00; Gun Permits, l$85.00 and Miscellaneous Fees, $37.02, totaling $4,551.37; Discussed the possible issues with Windows XP;
