OFFICIAL PROCEEDINGS This is a synopsis of the regular monthly meeting of the Mayor and Council of the City of Wilber. A complete copy of the proceedings, resolutions and ordinances are on file at the City Office, 110 W Third Street, Wilber, NE and are available for public inspection during regular business hours. PROCEEDINGS OF THE MAYOR AND COUNCIL OF THE CITY OF WILBER, NEBRASKA. Tuesday, November 8, 2016 7:30 p.m. The Mayor called the regular meeting to order at the Cultural Center at 110 W Third Street in Wilber, Nebraska at 7:30 p.m. The following were present. Mayor Roger Chrans, Councilmembers Tim Lempka, Kent Linhart, Alan Brozovsky and Randy Sasek. Also present was City Treasurer Gail May, City Clerk Lori Rezny, City Superintendent Mike Pospisil, Police Chief Steve Sunday, City Attorney Tad Eickman, Craig Vyhnalek with Vyhnalek Insurance, Ryan Wiese and Brenda Watson with First State, Dana Peterson with Frontwater Engineering, two students from the W-C Government Class. The Mayor stated that the open meetings act is posted in the meeting room and is available for public inspection. Roll call shows that all four Council members are present. The Mayor called for recognition of visitors if anyone in attendance wishes to address the Council. The following motions were approved by unanimous roll call vote. 1) Approved the consent agenda including the minutes of the October 11, 2016 special workshop meeting and regular meeting and claims as presented. 2) Ordinance #921 was read by title. Suspended the rules requiring the Ordinance be read three times and approved Ordinance #921 pertaining to Municipal Water Department; Installation Expense and Water Tap fees. 3) Dana Peterson with Front Water Engineering presented the results of the bid opening for the 4th Street Bridge Project. Six bids were received and opened at 4:00 on 11/8/16. The results of the bids range from $60,024.00 to $133,700.50. After review of the bids and discussion, awarded the bid for the 4th Street Bridge Project to High Plains Enterprises in the amount of $60,024.00 giving the company 60 days from start to completion of the project. The City has been approved for a 50% grant up to a total of $25,000.00 from the NRD for this project. 4) Approved Maintenance Agreement No. 42 between the City of Wilber and Nebraska Department of Roads. 5) Moved to go into closed session to discuss City personnel strategies. The Mayor restated the purpose of the closed session is to discuss City Personnel strategies. The Mayor and Council went into closed session at 8:30 p.m. Came out of closed at 9:20 p.m. Other items of discussion were. City Insurance proposals were next on the agenda. Craig Vyhnalek with Vyhnalek Insurance stated that the proposal is not ready yet and is still in the underwriting process and should be ready within a week. It was agreed to table this matter and both companies will be contacted when a special meeting will be held to hear both proposals. Mayor Chrans reported on the Pathway to Progress Group that are in the planning stages of a recreational area around the NRD area and tying it into a possible walkway to the school. It is still in the planning stages and will depend on what funding can be obtained. The next meeting with this group is November 30, 2016 at 6:30 p.m. at the Extension Office. Regarding the new overtime regulations, the workshop meeting with Blobaum and Busboom which was to be held today at 4:30 was cancelled because Blobaum & Busboom personnel were unable to attend the workshop due to illness. The Mayor will meet with them on Wednesday, November 9, 2016 to get information from them on this matter. Also making the Library Director position full time was tabled until the overtime rules can be reviewed. Reports were given by Dept. Heads. Discussion was held regarding the Sheriff’s Sale of the property at 319 S Shimerda on November 10, 2016. Claims were as follows.
