OFFICIAL PROCEEDINGS The regular meeting of the Saline County Board of Commissioners was called to order at 9:32 a.m. on Tuesday, December 27, 2016, by Chairperson, Marvin A. Kohout. Present were Kohout, Willis D. Luedke, and Tim McDermott, Commissioners and Tammie Korbelik, Deputy County Clerk. County Attorney Tad Eickman, County Clerk Daryl Fikar and Commissioners Janet J. Henning and Stephanie A. Krivohlavek were absent. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three County newspapers prior to the meeting, in compliance with State Statutes. Let the record show that all proceedings are electronically recorded. Kohout advised those present of the open meetings law posted at the back of the room. McDermott moved to approve the agenda, seconded by Luedke. Voting aye were McDermott, Kohout and Luedke, nays none, motion carried. McDermott moved to approve the minutes of the December 13th regular meeting, seconded by Luedke. Voting aye were McDermott, Kohout and Luedke, nays none, motion carried. There will be an emergency item added to the agenda. Kohout received an email from Jack Sukovaty in regards to the last Board meeting. He wishes to clarify that they were in attendance to show concern regarding the regulations to the Wind Farms and future projects. Under correspondence, Korbelik reported receiving the November 17th meeting minutes from Five Rivers RC & D Council Meeting, a $5.00 check from Granite Telecommunications for 911 surcharges, the November 16th meeting minutes from Saline County Agricultural Society, Hope Crisis Center Board of Directors meeting from November 7th, funding notification for Public Health Solutions to prepare for National Accreditation and a $395.00 Grant check from NIRMA for reimbursement on the Varidesk. Under report of officials, McDermott reported attending the NACO Conference in Kearney on November 14th, 15th and 16th, a Union Negotiations Meeting, met with the local electrician on the rerouting of cables for the Treasurer’s office, also mentioned that tonight would be the last SENND meeting, which is an emergency meeting, for trying to find a new director. The job was offered to a second individual and he also turned the job down. Building Committee meeting was moved to January 4th, 2017, reported on a NIRMA Grant that was approved for the Security Equipment for the Courthouse and the Health Fair was turned down. Kohout reported attending the Saline County Christmas party at the Extension office, the NACO Conference in Kearney, the Reverse 911 Training in Plymouth, the P & Z Meeting on December 20th and the fire drill at the Courthouse on December 21st. The Courthouse exited the building in 4 minutes and 30 seconds. Luedke reported attending the NACO Conference in Kearney, attended the Union Meeting, the Reverse 911 in Plymouth, the fire drill at the Courthouse, the RC & D Meeting, Luedke also met with the Contractor and the Architect about the Treasurer’s office. They may need to close the office and will need to get it posted for the public. Is planning on attending the Probation Office meeting coming up, has received the estimates for the shelving for the attorney’s office. Reported that the shredders are here today shredding more out of the storage box. At 9:45 a.m, Apex presented a conditional use permit. Apex would like to erect a MET Tower to measure wind at Sec.4-5-1E. The Zoning board approved the permit. Luedke moved to approve the permit, motion was seconded by McDermott. Voting aye were Kohout, McDermott and Luedke, nays none, motion carried. There was an emergency item added to the Agenda. Christina Lyons with the Gage County Crime Commissions presented a Grant Application to the Board. Luedke moved to approve the Grant Application. Motion was seconded by McDermott. Voting aye were McDermott, Luedke and Kohout, nays none, motion carried. Planning & Zoning presented a Contract to the Board from Hanna-Keelan to update the Saline County Zoning Regulations and Comprehensive Plan. The Planning & Zoning Board voted to approve the contract and Lyle Weber, Planning & Zoning Administrator, highly recommended approving the agreement. The cost will be 20,000.00. Luedke moved to approve the contract with the correction of the date from August 31, 2016, to August 31, 2017, for a finish date. Motion was seconded by McDermott. Voting aye were Kohout, McDermott and Luedke, nays none, motion carried. Luedke moved to approve the Courthouse insurance coverage to insure with the replacement cost. Motion was seconded by McDermott. Voting aye were Kohout, McDermott and Luedke, nays none, motion carried. Change order #6 was discussed and postponed due to no paper work or data. Will be discussed when the Board receives the paperwork and data. Luedke moved to approve the Revised Report of Fees for the Clerk’s office for August in the amount of $10,044.72, September in the amount of $10,571.00, and October 2016 in the amount of $12,962.50 and the County Clerks Report of Fees for November 2016 in the amount of $21,165.47. Motion was seconded by McDermott. Voting aye were McDermott, Luedke and Kohout, nays none, motion carried. Union Contract will remain open for closed session. At 10:20 a.m, Kohout announced that the Board would take a recess. At 10:35 a.m, Kohout announced that the Board would reconvene. John McKee, Saline County EM, gave a monthly report. McKee reported that there will be a SE EM Region Governance Board Meeting at Gage County EOC in Beatrice on January 5, 2017, starting at 10:00 A.M, the Debris Management Plan is still waiting on the State/FEMA for the approval, Flood Management books have come in, Homestead Local Emergency Planning Committee (LEPC) will meet at 1:30 P.M. at the Homestead National Monument on March 2, 2017, County fire drill went well and had everyone out of the building in 4 min. 30 sec, talked about the County wide ID Cards, McKee met with the Crete Schools and the Crete Area Medical Center on Emergency Preparedness and the ID Cards, a notice has been sent to the schools for the Severe Weather poster contest for 2017 and talked about the Saline and Jefferson County Alert Sense Reverse 911 system in Plymouth. Luedke moved to approve Resolution #2016-60, transferring $4,000.00 from the General Fund to the Grant Fund, to be reimbursed when Grant funds are received. Motion was seconded by McDermott. Voting aye were Kohout, McDermott and Luedke, nays none, motion carried. Luedke moved to approve Resolution #2016-61, transferring $250,000.00 from the Inheritance Tax Fund to the County Building Fund. Motion was seconded by McDermott. Voting aye were McDermott, Luedke and Kohout, nays none, motion carried. Luedke moved to approve Resolution #2016-62, transferring $15,000.00 from the Inheritance Tax Fund to the General Fund, to be reimbursed to the Inheritance Tax Fund when funds become available. Motion was seconded by McDermott. Voting aye were McDermott, Luedke and Kohout, nays none, motion carried. Luedke moved to approve Resolution #2016-63, transferring $55,000.00 from the Inheritance Tax Fund to the Road Fund, to be reimbursed to the Inheritance Tax Fund when funds become available. Motion was seconded by McDermott. Voting aye were McDermott, Luedke and Kohout, nays none, motion carried. Kohout motioned to close the bidding for project Bridge Structure C007602505, seconded by Luedke. Voting aye were Kohout, McDermott and Luedke, nays none, motion carried. Bids were opened and read from Simon Construction of North Platte, NE, JJK Construction of Lincoln, NE, Herbst Construction Inc. of Iowa, Midwest Underground of Syracuse, NE. The bids are placed on file and are of public record in the Commissioners’ Journal as attachment numbers 1, 2, 3, and 4, to these minutes. Highway Superintendent Bruce Filipi thanked all the bidders and stated that he would review all of the bids and to come back on January 10, 2017, at 11:00 A.M. with a decision on the project. Filipi also touched base on trees being removed by Tobias, signs and evening inspections. At 11:14 a.m, Luedke moved to enter Executive Session, seconded by McDermott. Voting aye were Luedke, Kohout and McDermott, nays none, motion carried. Kohout announced that, during closed session, the Board would be discussing Burial Assistance Application #2016-06, General Assistance #2016-11 and Union Negotiations. At 11:52 a.m, McDermott moved to exit Executive Session, seconded by Luedke. Voting aye were Luedke, Kohout and McDermott, nays none, motion carried. Kohout announced that, during closed session, the board discussed Union Negotiations, no action taken, BA 2016-06, no action taken and will be postponed, and GA 2016-11, McDermott moved to approve General Assistance Application #2016-11 for $81.90, seconded by Luedke. Voting aye were Kohout, McDermott and Luedke, nays none, motion carried. McDermott moved to approve the claims with the addition of City of Crete Department of Public Works for $81.90 for GA #2016-11, seconded by Luedke. Voting aye were McDermott, Kohout and Luedke, nays none, motion carried.
