NOTICE OF PUBLIC HEARING Saline County Board of Commissioners Amendments to Zoning Regulations Notice is hereby given that the Saline County Board of Commissioners will hold a Public Hearing for the purpose of receiving comment on amendments to the Saline County Zoning Regulations as recommended by the Saline County Planning Commission. The hearing will be held on June 22, 2021, commencing at 9:45 a.m., in the County Commissioner Meeting Room, Room 202 at the Saline County Courthouse, 204 S. High Street, Wilber, NE. Those sections of the Saline County Zoning Regulations that are open for public comment before the Board of Commissioners, and recommended for amendment by the Saline County Planning Commission, include the following: 1. Amendment to Section 619 (E)(1)(C)(2), page 63, to remove the wording: “not in my backyard”. 2. Amendment to Section 619 (E)(1)(e)(2), page 64, amend setbacks (as set forth in the Minimum Setback Requirements for Wind Energy Conversion box) as follows: Amend the setback from occupied buildings on abutting properties of non-participating land owners from 1200 feet to 2640 feet. Amend the setback from property lines of non-participating landowners from 1.1 times the system height to 2.0 times the system height. Make no amendment to the setback from public road right-of-way and maintain a setback of 1.1 times the system height. 3. Amendment to add language, after the Minimum Setback Requirements for Wind Energy Conversion box as shown in Section (619) (E)(1)(e) as set forth on page 64 of the zoning regulations as follows: “Any wind turbine shall not exceed 40 decibels (dba) measured at any dwelling using the “A” scale”. 4. Amendment to Section 619 (E)(1)(e)(3), page 64, SHADOW FLICKER, to remove the language “less than 1,000 feet of any wind turbine”. 5. Amendment to Section 619 (E)(1)(e)(6), VISUAL IMPACTS, subsection (C), to add the following language, at the end of VISUAL IMPACTS, subsection (C) on Page 65: “All new night time lighting shall be activated by a radar activated lighting system installed by the applicant that shall meet or exceed FAA standards with proof of FAA permitting”. 6. Amendment to any sections of the Zoning Regulations dealing with livestock in the Agricultural District to eliminate the need for a Conditional Use Permit (CPU) for a Confined Animal Feeding use when moving from a Class I to a Class II with written notice to any occupied dwelling within one (1) mile. All interested parties are invited to attend this public hearing at which time you will have an opportunity to be heard regarding these proposed amendments.
