NEBRASKA DEPARTMENT OF TRANSPORTATION HIGHWAY PROJECT INFORMATION NDOT PROJECT: STP-103-1(112) Wilber North; C.N. 13265 The Nebraska Department of Transportation (NDOT) is currently soliciting public input on the proposed improvements of Nebraska Highway 103 (N-103) located in Saline County. Identified as Wilber North, the proposed project would improve approximately 9.47 miles of N-103. The project would start at approximately mile marker (MM) 33.26, or about 0.39 miles south of the north corporate limits of Wilber and extend north to approximately MM 42.70, or the west junction of N-103 with Nebraska Highway 33 (N-33). Construction may begin and/or end approximately 500 feet ahead of or beyond the actual project limits to accommodate transitioning the pavement. The purpose of the proposed project is to preserve the N-103 transportation asset, improve the reliability of the transportation system, and perpetuate the mobility of the traveling public. The need for the proposed project is based on the current condition of the roadway and bridges. The proposed improvements on the project would consist of milling and resurfacing the roadway and surfaced shoulders with asphalt and making underlying concrete repairs as necessary. The existing pavement approximately 0.5 miles north and south of the intersection with County Road I/Industrial Road would be replaced with new concrete pavement on a stabilized subgrade. Bridges over Otoe Creek (Structure Number S103 03920) and an unnamed creek (Structure Number S103 04249) would have expansion joints resealed. The proposed project would not require the acquisition of additional property rights. Access to adjacent properties would be maintained during construction but may be limited at times due to phasing requirements. Wetland and/or other water resource impacts are not anticipated. Construction for the proposed project could begin as early as spring of 2025 and be completed as early as winter of 2025. The project would be constructed under traffic with lane closure controlled by appropriate traffic control devices and practices; however, the reconstruction of the County Road I intersection would require a closure of the intersection and detours. The designated detour for N-103 would utilize Nebraska Highway 41 (N-41), Nebraska Highway 15 (N-15), U.S. Highway 6 (US-6), and N-33. A local detour for County Road I west of N-103 would utilize County Road J, County Road 2100, and County Road H. A local detour for County Road I/Industrial Road east of N-103 would utilize County Road 2250/Main Ave and County Road J. The public is being encouraged to make suggestions or express concerns regarding the proposed project. Materials can be provided in alternative languages or formats.
