MINUTES OF THE PUBLIC HEARING AND DEWITT VILLAGE BOARD REGULAR MEETING held Tuesday, November 12, 2024, at 7:00 PM at the Village Office, 209 E. Fillmore Ave, DeWitt, NE. Roll Call: Present: Trustees Rahe, Wattjes, Weise and Workman Absent: Chairman Fink Also present: Utility Superintendent – Hunter Oliver, Utility Maintenance – Kyle Meers, Clerk – Moria Holly, Tyler Keenan and Kyle Otto with JEO Engineering, Dave Rentschler and Pam Fralin Motion by Wattjes, second by Workman to nominate Shawn Weise as Chairman Pro Tempore for this meeting due to the absence of the Chairman. Ayes: Rahe, Wattjes, and Workman Nays: None Abstain: Weise Motion Carried. Chairman Pro Tempore Shawn Weise announced that a copy of the Open Meetings Act is posted in the meeting room and is accessible to members of the public. Public Hearing Opened at 7:00 PM The Village Clerk explained the 1 & 6 Year Plan submitted by Olsson & Associates. There were no major changes to the Village’s plan from the previous year. PUBLIC COMMENTS: Pam Fralin addressed the Village Board regarding her concerns regarding the gravel maintenance on Railroad Street in front of her residence. Display Sales Estimate – Street Light Christmas Decorations Discussions: The Village Board discussed the matter of entering into the TVNR program with the Beatrice Humane Society regarding feral cats. This issue was brought to the Village Board by residents agreeing to sponsor/volunteer for the program in an effort to aid the Village with the matter of feral cats within the Village. Currently the sponsors/volunteers have declined their offer, therefore, the Village will not be entering into the TVNR program at this time. The Village Board also discussed the rough-drafted proposed changes/upgrades for the Community Center as presented by the Village Clerk. The Village Board approved the proposed changes/upgrades and the Village Clerk will proceed with obtaining design plans for such changes/upgrades. Utility Superintendent, Hunter Oliver, addressed the Village Board regarding water main repairs, sale of the motor grader, new concrete at the Village pool by January with Leak Investigators repairs being done in the spring, the dumpster for scrap metal went over well, and the ongoing wastewater treatment plant repairs. Village Clerk, Moria Holly, addressed the Board regarding asbestos inspection update, Neptune training for new meter reading software, that the Village audit went well, a possible McLaren meeting in the future, and presented a drafted letter for residents regarding the change in sanitation companies.
