Minutes of the DeWitt Village Board Regular Meeting held Tuesday, May 5, 2026, at 7:00 PM at the Village Office, 209 E. Fillmore Ave, DeWitt, NE. Roll Call: Present: Chairman Fink, Trustees Rahe, Rentschler, Weise and Workman Absent: None Also present: Utility Superintendent – Hunter Oliver, Utility Maintenance – Zach Schuerman, Village Clerk – Moria Holly, Park Board – Bobbie Scherling and Ray Brown, and Saline County Deputy Chairman Fink announced that a copy of the Open Meetings Act is posted in the meeting room and is accessible to members of the public. Received and placed on file the notices of the meeting. Motions approved by unanimous roll call vote: 1. Consent Agenda; motion and second to approve the items in the consent agenda. 2. Park Board – Summer Season; discussion about parks, pool and lifeguards. 3. Elite Midwest Services Estimates – Pool/Pool House/Dugouts; motion and second to proceed with staining the dugouts in the amount of $4,820.25 as submitted by Elite Midwest Services using Sales Tax Funds, and postponing painting the pool until the fall; and painting the pool house until the spring. 4. Summer Help; motion and second to hire one (1) part-time summer help on the recommendation of the Utility Superintendent. 5. Midwest Fireworks – Fireworks Display Agreement; motion and second to approve the Agreement as submitted by Midwest Fireworks for the fireworks display on Saturday, June 27, 2026, in the amount of $9,500.00. 6. Resolution 2026-03; Highway Closure (DeWitt Days); motion and second to approve and adopt Resolution 2026-03 to close Highway 103 on Saturday, June 27, 2026, during the fireworks display. 7. Al’s Johns Estimate – Portable Toilets (DeWitt Days); motion and second to approve estimate as submitted. 8. Animal Control – 2026/2027 Services; motion and second to approve the “per call basis” for Animal Control services. 9. RL Tiemann Estimate – Paving Projects; motion and second to proceed with grinding the curb/approach at Lancaster and Cherry and postponing the other proposed projects until a later date. 10. Ordinance 804 – Floodplain Management; motion and second to approve and adopt Ordinance 804 regarding the State’s model Ordinance for Floodplain Management. 11. JEO – Judds Bros Pay Application #10; motion and second to approve and sign the pay application 12. JEO – Johnson Services revised Certificate of Substantial Completion; motion and second to approve and sign the revised Certificate. 13. Ambulance Rates 2026; motion and second to approve and adopt the proposed Ambulance Rates and annual 5% increase. Discussions: Saline County Deputy presented the Sheriff Department’s monthly reports. Utility Superintendent, Hunter Oliver, presented his report for the Village Board consisting of wells, well controls, water meter funding and replacements, update on the Wastewater Treatment Plant improvements, and the results of the floodplain audit by the State of Nebraska in April, issues with the Street Sweeper, updates on the pool leak repair, improvements to the Village Parks, and that Zach Schuerman will be going to obtain his Water Operator License this month. Village Clerk, Moria Holly, presented her Clerk Report consisting of updates regarding 2026 grant ideas and the Community Center study grant, move in/out report, sales tax funds and keno funds collected, no complaints regarding the Community Center, NE League Conference in June, request to purchase Village ground, legal issues regarding the Village, and the financial status of the Village funds.
