MINUTES OF THE DEWITT VILLAGE BOARD REGULAR MEETING held Tuesday, May 2, 2023, at 7:00 PM at the Village Office, 209 E. Fillmore Ave, DeWitt, NE. Roll Call: Present: Chairman Fink, Trustees Rahe, Wattjes, Weise and Workman Absent - None Also present: Utility Superintendent – Mitch McDougall, Clerk – Moria Holly, JEO – Michael Schultes, Park Board – Bobbie Scherling, and Roni Baehr Chairman Fink announced that a copy of the Open Meetings Act is posted in the meeting room and is accessible to members of the public. Received and placed on file the notices of the meeting. Motions approved by unanimous roll call vote: 1. Consent Agenda 2. Park Board – Pool/Lifeguard Payroll 3. Resolution 2023-02; Sale of Properties 4. Resolution 2023-03; Highway Closure 5. Ordinance 780; Street Name Change 6. SENDD – Estimate for Income Survey Mailings Discussions: Roni Baehr approached the Village Board regarding her request for the Village to consider reimbursing her for dental bills which she feels is a result of a previous slip and fall incident. Mrs. Baehr stated that she slipped and fell walking from her car into the Malco building. Mrs. Baehr did submit a claim with the Village’s insurance company and after their investigation, it was determined that “the Village did not cause her fall by its direct actions or activities” and was therefore not liable. The Village Board agreed with the determination of its insurance company’s investigation. Michael Schultes with JEO met with the Village Board regarding the option of a lagoon versus rehabilitating the Wastewater Treatment Plant. The Village Board agreed to try and proceed with the lagoon option by sending letters to several land owners regarding any interest in selling land to the Village to construct a lagoon. The Village Clerk presented to the Village Board the proposal received from Principal Financial regarding the Village’s Short-Term Disability plan, after review of the proposed plan, a mistake was discovered on the premium proposal. Therefore, the issue was postponed until the June Regular Board Meeting to allow a corrected proposal to be submitted. The Village Board had a brief discussion regarding the option of Norris leasing the Village’s electrical system. The issue was postponed until the June Regular Meeting to allow more time for the Board Members to review the information submitted by Norris and to allow for a more detailed discussion of the matter. The Village Clerk presented to the Village Board the Employee Handbook drafted to replace the previous Employee Handbook adopted in 1996. The issue was postponed to allow the Village Board to conduct a work session to review the drafted Employee Handbook in greater detail. Fire Chief Shawn Weise informed the Village Board that everything with Fire Department is going well. Utility Superintendent Mitch McDougall addressed the Village Board regarding several projects that are being worked on or completed to prepare for spring and summer activities, such as park and pool clean up and prepping. The Utility Superintendent also stated that he has been working on the water and sewer mapping project, well level checks, loader repairs, cleaning of railroad property, gravel at Senior Center for driveway and keeping up with mowing. Also addressed was the issue of yard waste being placed in the dumpster at the ball field. Yard waste is not allowed in any dumpsters or residential tote as this causes issues with Schmidt Sanitation emptying those containers. The Village Clerk will look into magnetic signs to place on the Village dumpsters stating “No Yard Waste Allowed”. Village Clerk Moria Holly presented to the Village Board her report consisting of sales tax received, update on Senior Center flooring and painting projects, nuisance property update, rabies vaccination clinic scheduled for May 20th, City Clean Up scheduled for June 3-10, and the roof replacements for the Village buildings in scheduled to begin within the next couple of weeks.
