MINUTES OF THE DEWITT VILLAGE BOARD REGULAR MEETING held Tuesday, January 7, 2025, at 7:00 PM at the Village Office, 209 E. Fillmore Ave, DeWitt, NE. Roll Call: Present: Chairman Fink, Trustees Rahe, Rentschler, Weise and Workman Absent: None Also present: Utility Superintendent – Hunter Oliver, Utility Maintenance – Kyle Meers, Clerk - Moria Holly, Saline County Deputy, Carlee Fiddes with Beatrice Humane Society, Jaime Sanks, Brenda Alvin, Jennifer Munson, Karen Kubis, Marlene Tracy, Stephanie Scheffler, Amy Bolton with Brave Animal Rescue, Phoenix Remix Rescue and The Purpose/Cat House Rescue, Jeremy Russell and Bruce Vitosh with Norris Public Power, and Craig Vyhnalek with Vyhnalek Insurance Chairman Fink announced that a copy of the Open Meetings Act is posted in the meeting room and is accessible to members of the public. Received and placed on file the notices of the meeting. Motions approved by unanimous roll call vote: 1. Consent Agenda; motion and second to approve the items in the consent agenda. 2. Senior Center – Updates/Improvements; postponed until February Board meeting. 3. Norris Public Power – 2024 Annual Review; Bruce Vitosh and Jeremy Russell addressed the Village Board regarding a review of the electric system over the last year. 4. Vyhnalek Insurance – Work Comp Insurance; Craig Vyhnalek discussed that the Village’s current Work Comp carrier is not renewing due to losses generated from previous claims. The Village will need to enter into an insurance pool to obtain a new Work Comp policy. 5. Beatrice Humane Society & The Purrpose; It’s All About the Cats – TVNR Program; Carlee Fiddes with the Beatrice Humane Society; Karen Kurbis with Brave Animal Rescue and Amy Bolton with the Purrpose-It’s All About the Cats, addressed the Village Board regarding a TVNR (Trap, Vaccinate, Neuter and Return) Program to assist with the Village’s feral cat population. Motion and second to enter into a TVNR contract with the Beatrice Humane Society. 6. Appointment of Medical Directory; motion and second to enter into the Physician Medical Director Agreement with Dr. Noah Bernhardson, M.D. for an annual fee of $900.00. 7. Approval of Certification for Volunteer Emergency Responders Incentive; motion and second approve and sign the Certification for Volunteer Emergency Responders Incentive. 8. Ordinance 795 – Salaries and Wages 2025; motion and second to adopt Ordinance 795. Discussions: The Saline County Deputy stated that there were no major issues within the Village over the last month and things have been going well. Fire Chief, Shawn Wiese, informed the Village Board that the department received approximately 70+ calls last year, with 11 being fire calls. The Fire Department is looking into remodeling the Fire Hall’s kitchen and bathroom area as the areas are in need of updating. Shawn Weise is working on obtaining bids for the work, looking at the Fire Department’s funding available and will present this information to the Village Board at a later meeting. Utility Superintendent, Hunter Oliver, informed the Village Board of recurring water main leaks, issues with the pool and park equipment; that NeRWA will be conducting smoke testing for the sewer lines around the factory this week; is obtaining bids for repairs to the bus barn; and camera surveillance now at the Compost Site. The Village Clerk, Moria Holly, presented to the Village Board her Clerk report consisting of Mihm property update, Community Center improvements update, possible water rate study and status of MARS taking over sanitation services for the Village.
