MINUTES OF THE DEWITT VILLAGE BOARD BUDGET HEARING, SPECIAL MEETING AND REGULAR BOARD MEETING HELD TUESDAY, SEPTEMBER 5, 2023, AT 7:00 PM AT THE VILLAGE OFFICE, 209 E. FILLMORE AVE, DEWITT, NE. Roll Call: Present: Chairman Fink, Trustees Rahe, Wattjes, Weise and Workman Absent: None Also present: Utility Superintendent – Mitch McDougall and Hunter Oliver, Clerk- Moria Holly, Michael Blobaum - Blobaum & Busboom, Dale Dishman - NextLink and Saline County Deputy Chairman Fink announced that a copy of the Open Meetings Act is posted in the meeting room and is accessible to members of the public. Budget Hearing Opened at 7:00 PM Auditor Michael Blobaum reviewed and discussed the proposed budget with the Village Board. No public comments. Motion by Weise, second by Fink to close the Budget Hearing at 7:03 p.m. Special Meeting Opened at 7:03 PM Auditor Michael Blobaum reviewed and discussed setting the final tax request at $136,548.00 and the tax levy at 0.415130 per $100 of assessed value. No public comments. Motion by Rahe, second by Weise to close the Special Meeting at 7:05 p.m. Regular Board Meeting Opened at 7:06 PM Received and placed on file the notices of the meeting. Motions approved by unanimous roll call vote: 1. Consent Agenda 2. 1% Increase in Restricted Funds Authority 3. 2023-2024 Budget Adoption 4. Resolution 2023-05; Set Final Tax Request 5. NextLink – Fiber Build Approval 6. NDOT Certificate and Resolution 2023-06; Compliance 7. Resolution 2023-07; Sale of Village Property 8. Ordinance 786 – Employee Salaries & Wages 9. Farm Ground Rent Bids Discussion: The Village Clerk presented to the Village Board the only application submitted for the custodial position from Cynthia Little. After reviewing the submitted application and resume, the Village Board agreed to continue advertising for the position and table the issue until the October meeting. Saline County Deputy stated that everything has been quiet and uneventful and submitted their monthly report to the Board. Utility Superintendent, Mitch McDougall, addressed the Village Board regarding water leaks that have been repaired or are in the process of being repaired, continued work on Well 1, winterizing the pool and other facilities and Norris’ continued testing of transformers and poles. The Village Clerk presented her report which consisted of Sales Tax, Library window replacement, getting bids for poly filling at pool and dump station; and items that will be coming up at the October Board Meeting. The Village Board also discussed complaints about campers parked on streets, overgrown lawns; as well as the possibility of designating a few handicap parking spots in the business district.
