MINUTES DeWitt Village Board Regular Meeting held Thursday, February 4, 2016, at 7:00 PM at the Village Office, 209 E. Fillmore Ave, DeWitt, NE. *Meeting was moved from Tuesday, February 2 due to severe weather, notice was posted at Village Office, Post Office and DeWitt Quick. Roll Call: Present: Chairman Badman, Trustees Brown, Weise, Mahloch and Wattjes. Absent: None. Also present: Clerk Lynne Parde, Gerry Powers, Scott Sobotka, Craig Vyhnalek, Ryan Wiese and Gina Weise. Received and placed on file the notices of the meeting. Motions approved by unanimous roll call vote: 1. Consent Agenda a. Approval of minutes of regular meeting on January 5, 2015, as on file in the Village Clerk’s Office b. Approval of Treasurer’s Report c. Approval of Bills & Claims from January 6, 2016 – February 4, 2016, Weise abstained from approving claim #9417 2. Approval to add Lana Hager and Jack Garrison to the Senior Center Board 3. Approval to have Fire Pack Insurance through Vyhnalek Insurance and leave the Village Insurance Policies with First State Insurance. 4. Approval to renew First State Insurance Policy for village properties. 5. Approval to renew Saline County Rural Fire District Interlocal Coop Agreement. 6. Approval to enter into an Interlocal agreement with NRD contingent upon Mitch’s approval. Additional business for the meeting: Gerry Powers presented the annual library report, State Accreditation and discussed the operations over the last year. Scott Sobotka spoke to the board about the 9 County Hazard Mitigation Plan that DeWitt is participating in, we have the opportunity to gain points toward CRS by entering into agreement with NRD and JEO. The board expressed their uncertainty that spending the money for JEO’s assistance would be worth the extra work on employees and a benefit to the town. The board felt they needed Mitch’s opinion before going forward since the burden of extra work would fall on him and he will be helping train a new clerk. Craig Vyhnalek informed the board he started his own insurance company. The board will be keeping the Fire Dept. insurance through Craig with Vyhnalek Insurance and leaving the village properties with Ryan Wiese at First State Insurance. Ryan presented the First State Insurance Policy renewal to the board. Gina Weise gave an update on the actions of the DART program. Discussion was held on the code book update process, Lynne informed them that Joe with Municipal Code Services will be at the March 1st meeting and she will clarify the length of updates included with the fee. Fire Dept. will reimburse the village for the stair chair purchase. Lynne presented the clerk report: received more funds from FEMA reimbursement, Mitch is having Plymouth Electric replace all bulbs at the Community Center, Lynne submitted her resignation as Clerk/Treasurer as of March 25th. The position will be posted in the area papers and on facebook with a deadline of February 25th. Fire Chief Weise reported that the Fire Dept. may need a new computer. With no further business, the meeting closed at 8:55 PM.
